BRIEF OVERVIEW
The Solid Waste Department received an application for a commercial solid waste collectors license from Michelle Latham, Owner, Spring Hill Dumpster Rental LLC, 5236 Commercial Way, Suite A, Spring Hill, Florida 34606.
The Hernando County Code requires the Board of County Commissioners review the application and make a determination the applicant has the ability to comply with the provisions of the Code, as may be amended from time to time. A public hearing is not required unless, after review of the application, the Board determines a public hearing would be in the best interest of the public. Staff is of the opinion a public hearing is not necessary.
Spring Hill Dumpster Rental, LLC has attested to the Solid Waste Department only Construction and Demolition Debris (C&D) and commercial solid waste will be collected and disposed at the designated facilities. C&D may be disposed at any facility approved by the Florida Department of Environmental Protection for C&D disposal. All other solid waste shall be disposed at the Hernando County Northwest Waste Management Facility located at 14450 Landfill Road, Brooksville, Florida 34614.
The tonnage of both C&D and commercial solid waste removed from Hernando County must be reported annually to the Hernando County Solid Waste Department.
Additionally, the amount of material recycled from C&D collected, (i.e.: asphalt, concrete, brick, wood, shingles, cardboard, metal, etc.), must be reported to Hernando County Solid Waste Department annually. If the amount of material recycled exceeds 600 tons per year, Spring Hill Dumpster Rental, LLC must submit an annual Recycling Debris Report to the Florida Department of Environmental Protection, and Hernando County Solid Waste Department is required to receive a copy of the report. (Hernando County receives credit for all recovered material that originates within the County.)
The License authorizes Spring Hill Dumpster Rental, LLC to provide commercial solid waste collection service within unincorporated Hernando County at large on a free enterprise basis. Spring Hill Dumpster Rental LLC shall not provide residential service unless they are awarded a residential franchise by Hernando County.
It should be noted that the Solid Waste & Recycling Division received a separate application for a commercial solid waste collectors license from Dallas Latham, owner of Affordable Dumpster Rental LLC. Affordable Dumpster Rental Services, LLC is giving permission to Spring Hill Dumpster, LLC to use their vehicles. Spring Hill Dumpster would be acting as a subcontractor for Affordable Dumpster Rental Services and should be covered by the company’s automobile insurance policy under this specific scenario.
FINANCIAL IMPACT
The $2,000 commercial collection license fee will annually increase Line Item 4411 3237001-Franchise Fees-Solid Waste.

The Board is authorized to take the recommended action pursuant to Chapter 125, Florida Statutes.

RECOMMENDATION
It is recommended that the Board approve and authorize the Chairman’s signature on the attached application for Spring Hill Dumpster Rental, LLC with the following conditions:
1) Spring Hill Dumpster Rental, LLC will remove only C&D from Hernando County; Commercial solid waste must be disposed at the Hernando County Northwest Waste Management Facility; and
2) The tonnage of all C&D removed from Hernando County and the tonnage of recycled material will be documented and reported to the Solid Waste Department on an annual basis. Failure to report this information will be subject to forfeit their commercial collection license. Additionally, a request for the Board to authorize Solid Waste Department staff to sign and issue commercial license certificates to Spring Hill Dumpster Rental, LLC.
