BRIEF OVERVIEW

The Solid Waste Collection Assessment for the Southwest Hernando County Solid Waste Collection Municipal Service Benefit Unit (MSBU) became effective January 1, 2019.  This assessment is charged to cover the cost of curbside collection of garbage, yard trash and recycling services for properties in the universal area of Spring Hill.  The assessment is paid by every single-family and multi-family (4 or less) residential unit within the universal area which comprises the MSBU.

 

Republic Services is the current franchise contractor providing these collection services.  In accordance with the Franchise Agreement (as amended), Republic Services may request an annual increase based upon changes in the Consumer Price Index (CPI) and the Oil Price Information Service (OPIS).  Republic Services is requesting a five percent (5%) rate increase for calendar year 2023. 

 

The rate increase requested by Republic Services will require an increase in the annual assessments levied on property located within the MSBU.  The annual assessment rates for single-family and multi-family residential units are currently $185.28 per unit.  The new residential rate requested (including administrative fees) is $194.52 per unit.  This is a requested increase of $9.24 per year for each unit.

 

Pursuant to the Franchise Agreement, the annual increase for Republic Services cannot exceed 5% during the remaining term of the contract.  According to the notices mailed to property owners and advertised in the newspaper, the maximum annual amount for future years that may be charged under this agreement would be $214.00.

 

The assessment for each parcel of property will be based upon each parcel’s classification and the total number of assessment units attributed to that parcel.  The following tables reflect the proposed solid waste collection assessment schedules for the MSBU.

FINANCIAL IMPACT

Approve the recommended solid waste collection assessment for Southwest Hernando County Solid Waste Collection MSBU for calendar year 2023 to $194.52 for 43,463 units that include both single-family and multi-family residential units. The total estimated amount collected is $8,031,702 at 95% collection rate.

 

LEGAL NOTE

The Board has legal authority to set Solid Waste Collection Assessment rates pursuant to Sections 125.01 and 197.3632, Florida Statutes.

It is recommended that the Board conduct a public hearing and adopt the attached resolution increasing the Annual Non-Ad Valorem Collection Assessment rate for the Southwest Hernando County Solid Waste Collection MSBU from $185.28 to $194.52 for single-family and multi-family residential units for calendar year 2023.
