Approval of Community Development Block Grant Program FY 2025-2026 Annual Action Plan to be Submitted to U.S. Department of Housing and Urban Development

BRIEF OVERVIEW
Hernando County is a recipient of Community Development Block Grants (CDBG) funds through the U.S. Department of Housing and Urban Development (HUD). The County prepared a 2024-2026 Three (3) Year Consolidated Plan and PY 2024 Annual Action Plan which documents the framework for the use of funds received from the U.S. Department of Housing and Urban Development. The Consolidated plan identifies the strategies for affordable housing development, preventing homelessness, expanding economic opportunities, improving neighborhoods, public facilities, and providing public service activities. It ensures the funds are properly planned and outlines the county’s priorities, objectives, and strategies for the investment of CDBG funds to address the needs of the county beginning October 1, 2024.
Program PY 2025 has identified the top three priorities as (1) providing decent housing; (2) providing a suitable living environment; and (3) expanding economic opportunities. The PY2025 Action Plan outlines activities to be included in the second year of the 2024-2026 Consolidated Plan and covers the period of October 1, 2025, through September 30, 2026. Funding sources to be utilized include CDBG in the amount of $1,137,403.00 and HOME Investment Partnerships Program (HOME) in the amount of 375,686.50.
A Notice of 30-Day Comment Period and Public Hearing was published June 18, 2025, for the public to review and provide written comments. Also, input and comments for the proposed activities in the Draft PY 2025 Annual Action Plan can be obtained at this Public Hearing.

The estimated fiscal impact of the PY 25 Annual Action Plan adoption is $1,513,089.50.

RECOMMENDATION
Staff recommend that the Board adopt and approve the PY 25 Annual Action Plan for submittal to the U.S. Department of Housing and Urban Development (HUD), authorizing the Chairman to execute upon arrival the Grant Agreements with HUD and the HUD-required Certifications and other documents related to the funding as needed.
