BRIEF OVERVIEW

In 2007, Hernando County entered into an agreement with Timberline Energy, LLC, to connect, process, sell and utilize landfill gas generated at the NW Solid Waste Landfill.

 

On September 9, 2025, the Board and Timberline mutually agreed to terminate the Landfill Gas Purchase Agreement and Nullification of Wellfield Maintenance Agreement.  At that time, both parties agreed that Timberline would remain the account holder of the Project in the Climate Action Reserve (CAR) registry program and retain the exclusive right to generate Carbon Reduction Credits (CRTs) for the 2025 Reporting Period. The 2025 reporting period was October 7, 2024, through October 6, 2025.

 

Since the 2025 reporting period has concluded, the County is now entitled to claim and utilize any emission allowances and reduction credits associated with Landfill Gas, including, without limitation, any CRTs which have been and will be generated by the Project.  The estimated annual revenue generated is $160,000-$200,000.  In order to claim and utilize the emission allowances and reduction credits, the County must create a Climate Action Reserve account and designate managers for the account.

The Board has the authority to act on this item pursuant to Chapter 2, Article V of the Hernando County Code of Ordinances and Chapter 125, Florida Statutes.

RECOMMENDATION

It is recommended that the Board authorize the Chairman’s signature on the Climate Action Reserve account application as well as the letter of authorization granting the individuals listed below the authorization to manage the Climate Action Reserve account on behalf of Hernando County:

2.                     Randall Adkins, President of Integrated Environmental Technology
