BRIEF OVERVIEW
The Procurement Department issued Request for Qualification (RFQ) No. 22-RG0128/AP on May 31, 2023, at the request of the Hernando County Utilities Department, to obtain bids for Engineering Services for the Capacity Expansion of the Ridge Manor Wastewater Reclamation Facility including Design and Addition of an Emergency Operations Structure to increase the annual average daily flow from 0.75 to 2.0 million-gallons-per day (MGD).
The Procurement Department staff placed the legal advertisement in the Hernando Sun and posted on the OpenGov website on May 31, 2023. The bid was sent to two thousand and six hundred twenty-two (2,622) matching vendor/contractors from the website. The bid document was downloaded by forty-two (42) vendor/contractors and two (2) bid submissions were received from the following firms:
• Jones Edmunds & Associates, Inc.
• McKim & Creed, Inc.
Proposals were reviewed and evaluated by the Procurement Department to determine if they were responsive and responsible. Since only two proposals were received, Procurement placed all firms pre-qualified under Contract 18-R00020 Continuing Engineering Services into the pool for discussion and negotiations as necessary and depending on the outcome of discussion and negotiations with the responding firms. Proposals were then reviewed and evaluated by the PSC for award recommendation based on the Bidder’s ability to perform the contract in accordance with the terms, conditions and specifications required.
The Procurement Selection Committee (PSC) comprised of Ron Patel P.E., Utilities Engineering Division Manager; Brad Smith, Senior Project Manager; Scott Harper, Solid Waste Services Manager and Landis Legg, Water/Wastewater Plants Supervisor, met on July 25, 2023, to evaluate the two (2) proposals.
The PSC consensus actions resulted in the following score:
• Jones Edmunds & Associates, Inc. Total 89.3 out of max. 100 points
• McKim & Creed, Inc. Total 84.3 out of max. 100 points
Staff entered into negotiations with Jones Edmunds & Associates, Inc., for RFQ No. 22-RG0128/AP and has successfully completed the negotiations for scope of service as well as project cost.
A Notice of Intent to Award the contract to Jones Edmunds & Associates, Inc., dated August 4, 2023, was posted to the OpenGov website, and posted to the Hernando County Administration electronic public bulletin board.
The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.
FINANCIAL IMPACT
Funds are available in Hernando County Utilities Department Fund: 4133 - HCUD Connection Fee Sewer, Department: 07215 - Connection Fees Sewer, Account: 5626323 - Improv-WWTP/Liftstation in the amount of $3,250,787, upon approval of the attached budget amendment.

The Board has the authority to act on this matter pursuant to Chapter 125, Florida Statutes.

RECOMMENDATION
It is recommended the Board approve and authorize the Chairperson’s signature on the attached Professional Services Agreement for the award of Contract No. 22-RG0128/AP for Engineering Services for the Capacity Expansion of the Ridge Manor Wastewater Reclamation Facility including Design and Addition of an Emergency Operations Structure to Jones Edmunds & Associates, Inc. in the amount of $3,250,787.00.
It is further recommended the Board approve the Chief Procurement Officer to approve change orders up to allowable budget amount as they become necessary and required, and that the Board approve the Budget amendment attached.
