BRIEF OVERVIEW
The Procurement Department issued Invitation to Bid (ITB) No. 24-T00840/JC on January 15, 2025, at the request of the Hernando County Department of Public Works, to obtain bids for the purchase of Signs, Posts, and Brackets.
The Procurement Department placed the legal advertisement in the Hernando Sun on January 17, 2025, and the OpenGov website on January 15, 2025. The bid was sent to three thousand four hundred seventy-two (3,472) matching vendor/contractors from the website. The bid document was downloaded by thirty-four (34) vendor/contractors and three (3) submissions were received.

The bid received from Parts On A Dime was found to be non-responsive, and a Notice of Rejection of Bid was sent on February 26, 2025. No challenges to the Notice of Rejection of Bid were received.
Bids were reviewed and evaluated by the Procurement Department to determine if bids were responsive and responsible. The bids were then reviewed and evaluated by the Hernando County Department of Public Works for award recommendation based on price, conformance with specifications and the Bidder’s ability to perform the contract in accordance with the terms, conditions and specifications required.
A Notice of Intent to Award the contract to Vulcan, Inc., dated March 18, 2025, was posted to the OpenGov website and posted to the Hernando County Administration electronic public bulletin board. The award is for a three (3) year contract with two (2), one (1) year unilateral renewals. No challenges to the Notice of Intent to Award were received.
The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.
FINANCIAL IMPACT
The contract total for a three year period is $352,016.25. The annual amount of $117,338.75 will be budgeted in the FY26 budget in:
Fund: 1011 - Transportation Trust Fund; Department: 03081 - DPW Traffic Division; Account: 5305310 - Materials-Signs.

RECOMMENDATION
It is recommended the Board approve and authorize the Chairman’s signature on the attached agreement for award to Vulcan, Inc., for (Contract No. 24-T00840/JC) in the estimated three-year contract amount of with an estimated annual spend of $117,338.75.
It is further recommended the Board authorize the Chief Procurement Officer to approve change orders, as necessary and required up to the allowable budgeted amounts, and to renew the contract with the same terms and conditions.
