BRIEF OVERVIEW
The U.S. Department of Housing and Urban Development (HUD) released the Automated Permitting Systems Demonstration Notice of Funding Opportunity (NOFO, No. PDR-2600-DC-0290) on May 29, 2026. This program is intended to support jurisdictions that will deploy automated building code permitting systems and partner with HUD to evaluate their applicability and effectiveness within real-world operating conditions. This demonstration will test the deployment of an automated permitting platform within a government environment to evaluate its effects on processing timelines, workflow efficiency, staff roles, and applicant experience. The demonstration will also generate empirical evidence on operational performance, costs, governance needs, and potential cost savings to inform broader adoption by state and local jurisdictions.
The Procurement Department submitted the application on July 13, 2026, through Grants.gov. The funding request of $423,000 over the 24-month period of performance will allow County staff travel to HUD-required briefings, project materials, contractual services with SwiftGov, license costs, evaluation support, surge exercise, dissemination and public reporting. This project will allow for an expansion of the existing contract with SwiftGov for Strategic AI Modernization and Expansion and the Clerk of Circuit Court’s GIS modernization engagement.
Deputy County Administrator Toni Brady will serve as Project Director with Development Services Director Omar DePablo serving as the Operational Leadership for the project.
The resulting data, evaluation findings, and implementation guidance will provide HUD and jurisdictions nationwide with practical, evidence-based resources to support future permitting modernization efforts, strengthen community resilience, and reduce barriers to timely residential development.
