BRIEF OVERVIEW
Hernando County and the City of Brooksville jointly commissioned a Finding of Necessity (FON) Study to evaluate if slum and blight conditions exist in an area approximately 697 acres and generally split between City parcels to the north and unincorporated Hernando County parcels to the south located in the South Brooksville area consisting of Lamar Avenue, East Early Street, and Tanglewood Drive to the north, South Mildred Avenue to the west, Cortez Boulevard to the south, and Union Street, East Jefferson Street, and Jasmine Drive to east.
The FON Study found that the statutory criteria identified by the 1969 Community Redevelopment Act, as currently amended, and contained in Chapter 163, Part III, Florida Statutes, exist within the designated area. If the Board of County Commissioners agrees with the study, a resolution of finding must be adopted in order to formally accept the findings indicating that the redevelopment, conservation, and/or redevelopment of the area are in the interest of public health, safety, and welfare.
Additionally, in order to assess the needs to create a new Community Redevelopment Area (CRA) within the designated geographical parameters outlined above, a steering committee comprised of two County Commissioners, two City Council members, and members of the public or an alternate steering committee consisting of one member of the Board of County Commissioners, and one member of the City Council, and five community representatives (preference for community member that work or live in the community) selected by those officials, one member from Pasco Hernando State College, and one member from Hernando County School Board is needed to guide future actions on this area including directing staff actions and those of any consultant. If the steering committee decides to proceed with the development of a CRA plan, the committee members will shepherd the associated resolutions and ordinances through their respective governmental entities and, upon enactment, serve as the first CRA Board, which shall consist of no less than five or more than nine members.

RECOMMENDATION
It is recommended that the Board adopt the attached resolution accepting the study findings and that the Chairperson appoint two commissioners to serve on the South Brooksville Steering Committee.
