BRIEF OVERVIEW

Hernando County Fire and Emergency Services (HCFES) is requesting authorization to purchase six (6) replacement LP 15 Life Pak Defibrillators and accessories. 

 

HCFES currently uses Stryker defibrillators in the field.  The department is requesting this purchase to continue to use matching equipment.  Field personnel may change stations frequently and it is important there be all matching equipment for familiarity during an emergency.  There is also efficiency in using one vendor for repairs and maintenance.

 

Stryker Sales Corporation is the sole-source provider of the LP 15 Life Pak Defibrillator.  This fact is verified by the formal letter from Stryker.

 

The Procurement Department posted “Notice of Intended Single Source Purchase” of subject project on November 9, 2023, with the last date for market challenges on November 16, 2023.  As of November 27, 2022, the Procurement Department received no challenges from any sources.

 

HCFES is requesting authorization to purchase (per related quotation from Stryker Sales Corporation as follows:

 

                     Six (6) LIFEPAK 15 V4 Monitor/Defibrillators at $35,656.50 each.

                     Six (6) Ship Kit-QUIK-COMBO Therapy Cables at $0.00 each.

                     Six (6) Test load (for use with QUIK COMBO therapy cable)

                     Twenty-Four (24) LP15 Lithium-Ion Batteries 5.7 amp hrs. at $515.10 each.

                     Two (2) LUCAS Chest Compression System at $16.267.77 each.

                     Two (2) LUCAS Desk Top Battery Charger at $1,321.75 each.

                     Two (2) Lucas External Power Supply at $418.20 each.

                     Four (4) LUCAS 3 Battery Rechargeable LiPO at $786.25 each.

                     Two (2) Packs of LUCAS Disposable Suction Cup (3 pack) $158.10.

                     Six (6) Masimo RC Patient Cables - EMS, 4 ft. at $285.60 each.

                     Six (6) Masimo M-LNCSCI, Adult Reusable SpO2 only Sensors at $285.60 each.

                     Six (6) Masimo Rainbow DCI Adult Reusable SpO2, Sp CO, SpMet Sensors, 3 ft. at $730.15 each.

                     Six (6) LIFEPAK 15 Basic Carry Cases at $367.20 each.

                     Six (6) LIFEPAK 15 Carry Case Top Pouches at $78.00 each.

                     Six (6) LIFEPAK 15 Carry Case Back Pouches at $94.35 each.

 

Total Purchase $279,336.10

 

These products will match the existing defibrillator equipment currently being used by HCFES in the field

 

FINANCIAL IMPACT

Funding in the amount of $279,336.10 is available in accounts: 1691-02491-5606401 Capital Outlay - Equipment $5,000 or More and 1691-02491-5305201 Operating Expenses - Operating Supplies.

 

LEGAL NOTE

In accordance with Part II, Chapter 2, Article V of the Hernando County Code of Ordinances, as well as Chapter 125, Florida Statutes.

 

Sole/Single Source Notice of Intent was posted on November 9, 2023, per the Purchasing and Contracts Policies and Procedures No. 070A, Paragraph IV. Sub-Paragraph 4.

RECOMMENDATION

It is recommended the Board approve the sole source purchase from Stryker Sales Corporation for defibrillators and associated accessories per detail of this agenda item in the total purchase amount of $279,336.10 and authorize the Chief Procurement Officer to approve change orders as they become necessary and required with proposed documentation and available within the department budget.

 

This is a single purchase and not a term contract.
