BRIEF OVERVIEW
The Procurement Department issued Invitation to Bid (ITB) No. 25-C00948/CT on December 30, 2024, at the request of the Hernando County Utilities Department, to obtain bids for Hernando County Utilities Department (HCUD) Admin and Wiscon Facilities Improvements. The improvements include a new central fueling site accessible 24 hours for county departments with additional fueling reserves, asphalt repaving, and stormwater management improvements, and converting the Wiscon Operations site from septic systems to centralized sewer.
The Procurement Department placed the legal advertisement in the Hernando Sun on January 3, 2025, and the OpenGov website on December 30, 2024. The bid was sent to three thousand, five hundred thirty-one (3,531) matching vendor/contractors from the eProcurement portal. The bid document was downloaded by forty-six (46) vendor/contractors and one (1) submission was received.
BIDs RECEIVED:
1. Goodwin Bros. Construction, Inc. $5,547,391.78
The bid was reviewed and evaluated by the Procurement Department to determine if the bid was responsive and responsible. The bid was then reviewed and evaluated by the Hernando County Utilities Department staff for award recommendation based on price, conformance with specifications and the Bidder’s ability to perform the contract in accordance with the terms, conditions and specifications required. The solicitation included an allowance of $325,000.00 for the furnishing and installation of a DFS Antenna.
Due to budget constraints and the receipt of less than two bids, staff entered into negotiations on April 11, 2025, and concluded on May 15, 2025, resulting in a final contract amount of $4,963,914.27 of which includes $325,000.00 allowance for the DFS Antenna.
A Notice of Intent to Award the contract to Goodwin Bros. Construction, Inc., dated June 6, 2025, was posted to the OpenGov website and posted to the Hernando County Administration electronic public bulletin board. No challenges to the Notice of Intent to Award were received.
The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.
FINANCIAL IMPACT
Funding in the amount of $4,963,915 will be available in the following:
Expenses:
Fund: 4144 - HCUD - Capital, Department: 07244 - HCUD - Capital, Account: 5626301 - Improv (Grtr than 10,000) upon approval of the Budget Amendment attached.
Financial Impact to Fleet Dept.: Once the final cost of the fueling facility is determined, the Fleet department will provide lease payments to HCUD to cover the capital cost and land lease of the central fueling facility. At this time the estimated cost of construction for the fuel island is $1,500,000.

RECOMMENDATION
It is recommended that the Board approve and authorize the Chairman’s signature on the attached construction contract to Goodwin Bros. Construction, Inc., for Capital Improvement Plan (CIP) No. 110610 HCUD Administration Building and Wiscon Facility and Fuel Island Improvements for Contract No. 25-C00948/CT in the amount of $4,963,914.27 and approve the associated budget amendment.
It is further recommended the Board authorize the Chief Procurement Office to approve change orders as necessary and required up to budgeted amounts.
