BRIEF OVERVIEW

The County’s previously adopted Water Master Plan identified the need to increase the water transmission capacity of the Gretna Water Treatment Plant (WTP).  Located in Spring Hill, this water treatment plant is a Capital Improvement Project (CIP) within the County’s adopted 5-year capital improvement program to expand this facility and increase the water distribution capabilities by enlarging the water main’s exiting the plant. The planned CIP consists of an additional well, 2 million gallon ground storage tank and approximately 10,500 linear feet of new water mains.

 

Pulte Home Company, LLC (Developer) is developing the remaining phases of the Caldera residential subdivision in Spring Hill, which is in close proximity to the Gretna WTP.  During development review of this subdivision, the Hernando County Utilities Department recognized the opportunity to install a new 12” water main on existing Chastain Street instead of having the development connecting to the existing 6” water main within the roadway. This 12” water main is not required by the developer to meet the County standards of the development, but would assist with the goals of the adopted Water Master Plan to eliminate a bottleneck of distributing water from the Gretna WTP. This water main construction is not required for approval of the subdivision.

 

Attached for consideration is an agreement where the Developer would assist with constructing approximately 800 feet of the 12-inch water main along Chastain Street and be reimbursed for this work. The cost of the work is estimated at $180,505.

 

FINANCIAL IMPACT

Funds in the amount of $180,505.00 will be available in the FY26 budget in the following account:

 

Fund:  4121 - HCUD Renewal and Replacement, Department:  07201 - Renewal and Replacement, Account:  5626302 - Improv-Water Line Upgrade.

 

LEGAL NOTE

The Board has the authority to act on this matter pursuant to Chapter 125, Florida Statutes.

RECOMMENDATION

It is recommended that the Board, on behalf of the Hernando County Water and Sewer District, approve the Utility Agreement with Pulte Home Company, LLC and authorize the Chairman to execute the Agreement after which staff will record the Agreement in the Public Records of Hernando County.
