BRIEF OVERVIEW
Board approved award of Contract No. 21-RG0055/PH for Engineering Services for the Glen Water Reclamation Facility (WRF) Denitrification and Expansion Project to Jones, Edmunds & Associates, Inc., on February 8, 2022, Doc ID 19334, and approved Amendment No. 1 on October 10, 2023, Doc ID 12740.
Hernando County Utilities Department has requested an increase due to additional design services necessary to expand the Glen WRF to 4.5-million gallons per day (MGD) annual average daily flow (AADF) and provide ease of future expansion to 6.0-MGD AADF. This amendment will provide the expansion design necessary to incorporate a Step-Feed Biological Nutrient Removal (BNR) system into the current 3.0-MGD AADF to match the same treatment system as the upgrade to the Airport Subregional WRF for ease of operation and maintenance of the three (3) subregional Hernando County Water Reclamation Facilities. These design services will also provide a detailed evaluation of expansion options to assist in selection of the most cost-effective approach to construct the WRF expansion to 4.5-MGD AADF and build-out to 6.0-MGD AADF.
The purchase order for this contract was originally issued for $1,362,516.00, and Change Order No. 1, in the amount of $245,130.00, increased the total contract purchase order amount to $1,607,646.00.
By approval of Amendment No. 2, for: Tasks 7-Project Management and Meetings, 8-Preliminary Design Services, 9-Permitting-Phase Services, and 10-Final Design Services, the tasks will be added to the existing contract and Change Order No. 2 would be processed thereby increasing the total purchase order amount by $2,372,200.00, for a new total of $3,979,846.00. The increase in the contract amount requires Board approval.
FINANCIAL IMPACT
Funds in the amount of $2,372,200.00 are available from the following:
Fund: 4144 - HCUD Capital, Department: 07244 - HCUD-CAPITAL, Account: 5626323 - Improv-WWTP/Liftstation.

RECOMMENDATION
It is recommended that the Board approve and authorize the Chairman’s signature on the attached Amendment No. 2 for Contract 21-RG0055/PH with Jones, Edmunds & Associates, Inc., for engineering services for the Glen Water Reclamation Facility Denitrification and Expansion Project in the amount of $2,372,200.00.
It is further recommended that the Board approve the attached budget amendment and authorize the Chief Procurement Officer to approve change orders as they become necessary and required up to allowable budget amounts.
