BRIEF OVERVIEW

Request:

Special Exception Use Permit for an existing Off-Road Vehicle Track

 

General Location:

Southwest side of the intersection of Citrus Way and Ponce De Leon Boulevard

Summary of Applicant’s Request:

The petitioner is requesting approval of a Special Exception Use Permit for an Off-Road Vehicle Training Facility Track on a 30.70-acre parcel. The facility will operate year-round. Training will take place three to four days per week from 9:00 AM to 6:00 PM. Club practices will be held on Saturdays, up to four times per month, from 9:00 AM to 3:00 PM. The track will be closed on Sundays.

 

A maximum of 20 riders will be allowed on the track at one time. Spectators will mainly be riders' family members. The busiest season is expected to be October through January.

 

Only registered Fast Traxx Club members may use the track. Riders must register and agree to the track's rules before riding. The general public may not ride at the facility, although new club members may join at any time.

 

Proposed Structures

The petitioner is not proposing any additional structures. No permanent structures are proposed. All structures will be mobile consisting of portable restrooms, tents and temporary facilities for check-in/office/etc.

 

Access and Parking

The site entrance will be located as shown on the Master Plan. Access improvements will meet Hernando County standards. The applicant will obtain a Right-of-Way Use Permit from the Hernando County Department of Public Works before construction.

 

On-site parking will be provided on grassed areas. Limerock or millings may be added as needed to keep the parking areas stable and usable. The applicant will maintain the parking areas.

FINANCIAL IMPACT

A matter of policy. There is no financial impact.

 

LEGAL NOTE

The Planning and Zoning Commission has jurisdiction over the subject application; the Commission has the ability to approve special exceptions with appropriate conditions and safeguards or deny special exceptions not in harmony with the Land Development Regulations. The Applicable Criteria for a special exception are contained in Appendix A, (Zoning Code) Article V, Section 8.  The Special Exception must be consistent with the Comprehensive Plan.

It is recommended that the Planning and Zoning Commission approve the petitioner’s request for a Special Exception Use Permit for an Off-Road Vehicle Training Facility Track with performance conditions.
