Consideration of Proposal From Florida Agricultural and Mechanical University for Chinsegut Hill Retreat and Conference Center Operational Responsibility

BRIEF OVERVIEW

On December 8, 2025, Hernando County received a proposal from Florida Agricultural and Mechanical University (FAMU), through its College of Agriculture and Food Sciences (CAFS) and the Brooksville Agricultural and Environmental Research Station (BAERS) for the use of Chinsegut Hill Retreat and Conference Center.  The proposal outlines the intended use of the property to include a five (5) year lease for FAMU to assume operational responsibility for the site.  Any agreement entered into between FAMU and Hernando County would be an inter-local agreement under Chapter 163.01 Florida Statutes .  FAMU proposes to use the Property for the following purposes:

 

Research Support:

                     Short-term lodging for faculty, graduate students, technicians, and collaborators conducting research at BAERS.

                     Workspace for data analysis, project meetings, and planning sessions.

 

Extension and Outreach:

                     Workshops and field days for local and regional farmers, producers, and

landowners.

                     Youth programs (e.g., 4-H-type activities, STEM camps, and agricultural literacy programs).

                     Community meetings on topics such as water conservation, soil health, climate resilience, and emerging crops.

 

Training and Workforce Development:

                     Capacity-building programs for agricultural professionals, technicians, and

students.

                     Certification or continuing education sessions related to agriculture, natural

resources, and environmental management.

 

Limited Revenue-Generating Activities (If Approved by County):

                     Modest cost-recovery fees for lodging or event use associated with FAMU

programs, with revenues dedicated to maintenance and program support.

                     Any such arrangements would be structured to ensure compliance with County

policies and the public-purpose requirements.

 

Also, on today’s agenda is Item No. 15770 in which the Board is being asked to consider award of a contract to Historic Hernando Preservation Society, LLC for Chinsegut Hill Retreat and Conference Center Steward and Property Manager.  The contract under Item No. 15770 is being presented for award as part of Hernando County Request for Proposal (RFP) 25-RFP01132/CT.  An award on Solicitation No. 25-RFP01132/CT would preclude an interlocal agreement with FAMU, and vice versa.

 

The BOCC may or may not direct that an award on Solicitation No. 25-RFP01132/CT be stayed so that negotiation with FAMU can occur.  (In accordance with Section 16 of the Hernando County Procurement Manual titled “Types of Competitive Solicitation”,) “the County retains the right to reject any and all responses and may choose to solicit at its discretion.”

RECOMMENDATION

It is recommended the Board provide staff direction on whether to proceed with negotiating a lease agreement with FAMU consistent with FAMU’s proposal for use of the Chinsegut Hill Retreat and Conference Center.
