Installation of Additional Street Lights Within Spring Hill Street Lighting Municipal Service Benefit Unit

BRIEF OVERVIEW
In accordance with Board of County Commissioners Policy 16-1 relative to Municipal Service Benefit Units (MSBUs), requests for seven new streetlights were received from residents within the Spring Hill Street Lighting MSBU. Staff also identified a problematic area due to road curvature within the MSBU district that would benefit from additional street lighting. A total of eleven (11) new streetlights are proposed to supplement the existing street lighting system. All eleven streetlights will be installed on existing poles. There are currently 4,456 streetlights currently paid for by the MSBU. These additions will bring the total to 4,467.
The rental cost includes eleven (11) type 205 LED Cobra 100W streetlights at approximately $10.00/month each, impacting the 2025 fiscal year budget around $110.00/month ($1,320 annually). The budget includes funding to install and operate 30 additional lights each fiscal year. The Withlacoochee River Electric Cooperative (WREC) has reviewed and approved the requested street lighting locations and has submitted the attached contract for the Board approval.

Funding to operate the proposed eleven (11) streetlights for the remaining nine months of FY2025 is available in the following account:

Fund: 7041 - Spring Hill Lighting MSBU, Department: 09041 - Spring Hill Light PH 48, Account: 5304301 - Utility Srv-Elec/Wtr/Swr, Amount: $990.00 ($1,320 annually x 75% of the FY remaining = $990).
LEGAL NOTE
The Board has the authority to add streetlights to existing MSBUs in accordance with the Board Policy 16-1 and Section 197.3632, Florida Statutes.

RECOMMENDATION
It is recommended that the Board approve and authorize the Chairman’s signature on the attached Authorization and Approval for Area Light Additions and/or Removal contract from WREC. Approval of the contract with authorize the operation costs of the additional street lighting to be paid by the Spring Hill Street Lighting MSBU.
