Continuing Engineering Services Agreements With Kimley-Horn and Associates, Inc., and WSP USA, Inc., for Transit Consulting Services for Department of Public Works (Contract No. 26-RFQ01217-A and 26-RFQ01217-B)

BRIEF OVERVIEW
The Procurement Department issued Request for Qualifications (RFQ) No. 26-RFQ01217 on March 4, 2026, at the request of the Hernando County Public Works - TheBus Department for Transit Consulting Services.
The Procurement Department placed the legal advertisement in the Hernando Sun on March 6, 2026, and the OpenGov website on March 4, 2026. The solicitation was sent to four thousand one hundred four (4,104) matching vendor/contractors from the website. The solicitation document was downloaded by forty (40) vendors/contractors.
Two (2) proposals were received by the due date of March 4, 2026, from the following firms (in alphabetical order):
• Kimley-Horn and Associates, Inc.
• WSP USA Inc
In order to comply with the Consultants Competitive Negotiation Act (CCNA), Florida Statute 287.055(4), a third firm was selected based on their pre-qualification under Hernando County’s solicitation for Contract No. 23-RG0033A Metropolitan Planning Organization General Planning Consultant Services.
With the firm’s consent, Alfred Benesch & Company was placed as third on the pre-qualified list for this solicitation.
The County’s intent was to award multiple firms. The Procurement Department reviewed and evaluated submissions to determine if submissions were responsive and responsible. The Procurement Selection Committee (PSC) met on May 28, 2026, to evaluate the proposals. The committee included Darlene Lollie, Transit Administrator; Georgia Lim, Finance Specialist; Andras Serfozo, Transit Operations Coordinator; Erik Van De Boogard, Construction Projects Coordinator; and, Todd Crosby, County Engineer. The PSC consensus scoring evaluation resulted in the following scores:

Staff entered into negotiations with the top-ranked firms and successfully completed contract negotiations on June 15, 2026. Individual task orders will be issued for services on an as-needed basis. Projects under this agreement will be paid for with grant funds.
A Notice of Intent to Award the contract to Kimley-Horn and Associates, Inc. and WSP USA Inc. dated June 3, 2026, was posted to the OpenGov website and posted to the Hernando County Administration electronic public bulletin board. The award is for a three (3) year contract with two (2), one (1) year unilateral renewals to provide services on a task order basis. Task Orders under this contract will be assigned and negotiated on a rotational basis; each task order will be budgeted and will not exceed a total cost of $500,000.00 unless approved by the BOCC.
No challenges to the Notice of Intent to Award were received.
Kimley-Horn and/or WSP USA, Inc will provide task order services on an as needed basis for the following capital improvement project types:
• ADA compliant upgrades to selected stop locations
• Bus amenities infrastructure (Shelters, Benches) to selected stops
• Design for Bus pull-outs in FDOT right of way
• Future expansion of Transit Facilities, Transfer Station and Station Area Design
• FTA required Environmental Studies (NEPA)
• ROW Acquisition Planning, Permitting
The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.
FINANCIAL IMPACT
Funding in the amount of $500,000.00 is available in the following:

RECOMMENDATION
It is recommended that the Board approve and authorize the Chairperson’s signature on the attached agreements with Kimley-Horn and Associates, Inc. and WSP USA Inc. for General Services Consultant - Transit (Contract No. 26-RFQ01217-A and 26-RFQ01217-B respectively).
It is further recommended the Board authorize the Chief Procurement Office to renew the contract with the same terms and conditions.
