BRIEF OVERVIEW

On November 1, 2023, the Procurement Department issued a Request for Qualifications (RFQ No. 24-RFQG00714/EK) for Continuing Engineering Services - Airport.

 

The solicitation was sent to three thousand five hundred thirty-seven (3537) contractors and downloaded by sixty-two (62).

 

Six (6) proposals were received on the opening date of July 15, 2024, from the following firms (in alphabetical order):

 

                     AVCON, Inc.

                     Garver

                     Infrastructure Consulting & Engineering, PLLC, LLC

                     M/S Sietricon

                     Michael Baker International, Inc.

                     Mohsen Design Group, Inc.

 

M/S Sietricon was found to not meet the Minimum Qualifications and was disqualified. 

 

The Professional Services Review Committee (PSRC) met on August 26, 2024, to evaluate the five (5) remaining proposals.  The committee was comprised of Donald Carey (Stormwater Engineer), Gina Grimmer (Finance Specialist), Andrew Johns (Senior Project Manager), Ron Patel (Engineering Division Manager) and Erik van de Boogaard (Construction Projects Coordinator).

 

The PSRC consensus evaluation resulted in the following score. 

 

1.                     Mohsen Design Group Inc                                                                                                                              91.4

2.                     Michael Baker International, Inc.                                                                                                         90.0

3.                     AVCON, Inc                                                                                                                                                                        89.4

4.                     Infrastructure Consulting & Engineering PLC, LCC                                          89.2

5.                     Graver                     88.2                                                                

 

The County entered into negotiations with the top two (2) ranked firms.  Those negotiations concluded November 5, 2024.  Task Orders under this contract will be assigned and negotiated on a rotational basis and will not exceed a total cost of $500,000.00.

 

A Notice of Intent to award the contract Michael Baker International, Inc., and Mohsen Design Group, Inc., dated October 15, 2024, was posted to the OpenGov website. No responses were received.

 

FINANCIAL IMPACT

Funds will be allocated and approved per Task Order request. There are currently no projects or associated accounts identified

recommendation

RECOMMENDATION

It is recommended that the Board approve and authorize the Chairman’s signature on the attached agreements to Michael Baker International, Inc., and Mohsen Design Group, Inc., for Contract No. 24-RFQG00714/EK for continuing engineering services Airport.

 

It is further recommended that the Board authorize the Chief Procurement Officer to approve renewal of the contracts when there is no change to the terms and conditions.
