Purchase Order Agreement No. 2 With Lutheran Services Florida, Inc., d/b/a LSF Health Systems, a Florida Non-Profit Corporation for Management of Florida’s Coordinated Opioid Recovery Network of Addiction Care in Hernando County and Associated Budget Resolution

BRIEF OVERVIEW
Opioid Abatement Funds have been allocated through several channels. The State appropriated the regional share for Hernando County with funds distributed through Department of Children and Families (DCF) to the Managing Entities to provide services for that County. The Managing Entity for Hernando County is Lutheran Services Florida, Inc. d/b/a LSF Health Systems (LSF). LSF requires Hernando County to enter into a Purchase Order Agreement (PO030) which provides direction and guidance for the administration, implementation, and management of Florida Coordinated Opioid Recovery (CORE) Network of Addiction Care.
Opioid abatement goals will be monitored through data collection, data reporting and performance measures. Those goals include:
• Expanding the availability of treatment.
• Support evidence-based service that adheres to the American Society of Addiction Medicine continuum of care.
• Improve oversight of Opioid Treatment Programs.
• Provide comprehensive wrap around services.
• Support workforce development for addiction professional.
• Support stigma reduction efforts.
Hernando County Fire Rescue and Emergency Services has requested abatement funds for three positions including two paramedics and an Emergency Medical Services (EMS) Supervisor in order to begin a paramedicine program. This would entail house-calls to patients to follow up on their addiction rehabilitation. Furthermore, staff is requesting the purchase of a defibrillator and medical supplies as well as the necessary supplies and equipment to set up offices and maintain appropriate medical records. The paramedicine program would require the purchase of two new vehicles, one for the paramedics and one for the supervisor.
The total program costs for this request are $485,630.00 through June 30, 2024. This program will provide critical care to stabilize patients in the first 72 hours post-overdose event with the handoff to a participating mental health counseling and/or peer support agency to develop a long-term care plan and assist with holistic recovery. Paramedics will complete in-home visits, conduct risk assessments, complete interventions/monitoring, assist with medical management to transition off opioid, and connect families/patient with wraparound social services to address larger needs.
Requested information to fund the positions and associated equipment and vehicles was submitted to LSF Health Services for the positions, equipment, training, travel, etc. Their purchase order agreement, submission of information and budget detail are attached.
FINANCIAL IMPACT
Funds in the amount of $485,630 are to be deposited into Account No. 1691-02495-3426004 to fund the program until June 30, 2024. Additional funds will be added as DCF funds for FY 2025 become available.

It is recommended that the Board approve and authorize the Chairperson’s signature on the attached Purchase Order Agreement 2 (PO030) and associated budget resolution.
