Resolution Authorizing Transit Administrator to Submit Applications, Accept, and Execute All Federal Transit Administration Grants and All Florida Department of Transportation Grants for Fiscal Year 2025

BRIEF OVERVIEW
The Hernando County Board of County Commissioners receive yearly allocations for Capital and Operating Funds from Federal Transit Administration (FTA) and Florida Department of Transportation (FDOT):
• FTA Section 5307 Funds (Hernando direct recipient)
o Capital - 100% FTA Funded with a Soft match FDOT Toll Revenue Credits issued via letter from FDOT in the amount of $4,019,825.
• FTA Section 5339 Funds (Hernando direct recipient)
o Capital - 100% FTA Funded with a Soft match using FDOT Toll Revenue Credits issued via letter from FDOT in the amount of $262,953.
• FTA Section 5311 funds that are distributed by FDOT (FDOT is the recipient)
o Operating - 50% FDOT and 50% Match 9th Cent Local Option Gas Tax in the amount of $695,230 - FDOT $347,615 / Hernando Match $347,615.
• FDOT State Block Grant Funds (Hernando direct recipient)
o Operating - 50% FDOT and 50% Match 9th Cent Local Option Gas Tax in the amount of $975,716 - FDOT $487,858 / Hernando Match $487,858.
A Resolution is proposed to authorize the Hernando County Transit Administrator to do all things necessary and required in order to apply for, accept, and execute grant awards/funds made by Federal Transit Administration (FTA) and Florida Department of Transportation (FDOT) for Fiscal Year 2025.
FINANCIAL IMPACT
The funds will be made available to Hernando to assist with the public transportation needs of the community and the 9th Cent Local Option Gas Tax will be used for the match to operating funds.

Fund 1024-Ninth-Cent Fuel Tax, Department: 03261-Ninth-Cent Fuel Tax, Account: 5910011-Transfer-General Fund (0011) $835,473.00

The Board has the authority to act on this matter pursuant to Chapter 125, Florida Statutes.

RECOMMENDATION
It is recommended that the Board adopt the attached resolution authorizing the Transit Administrator to apply for, accept, and execute awards made by Federal Transit Administration (FTA) and Florida Department of Transportation (FDOT) for the FY2025. Each such action undertaken by the Transit Administrator will be brought back to the Board for ratification.
