T-Hangar Lease Agreement With Chapter 128 of Experimental Aircraft Association, Inc., for Located at Brooksville-Tampa Bay Regional Airport

BRIEF OVERVIEW
On September 23, 2025, the Board of County Commissioners (BOCC) received a request from the Experimental Aircraft Association Chapter 1298 (EAA) for a reduction in rent for a future hangar lease, based on the value the non-profit organization provides to the community. As a result of that meeting, the BOCC directed the EAA to return when a hangar became available and to restate their request for consideration of General Fund assistance to offset lease costs at that time. In the interim, the BOCC requested that the EAA provide documentation of its fundraising efforts, recent community events, and a monetized estimate of the community value generated by the organization (see attached memo provided by EAA).
EAA was notified that T-Hangar #51 would become available on June 1, 2026. Subsequently, Airport staff provided the standard T-Hangar Lease Agreement, at the current rate and standard terms, to the EAA for review and execution with a proposed lease commencement date of August 1, 2026.
During its review, the EAA requested several revisions to the agreement which are incorporated in the second attached lease and outlined below:
• Section 2 - Amend the initial lease term from one (1) year to five (5) years, with no increases in base rent during the five-year term.
• Section 3(a) - Amend the initial monthly rental rate from $599.69 ($575.00 base rent plus $24.69 fire assessment fee) to a fixed rate of $200.00 per month for the first five (5) years of tenancy, inclusive of the fire assessment fee.
• Section 3(a) - Establish a quarterly reimbursement from the BOCC to offset the EAA’s operating costs.
• Section 3(c) - Amend the base rent adjustment schedule from every one (1) year to every five (5) years.

The current T-Hangar waitlist (attached) consists of 43 applicants, demonstrating continued demand for hangar space at the Airport.

FINANCIAL IMPACT
The Airport will receive annual revenue paid in equal monthly installments, along with any other required taxes and fees, in the amount of $6,900 and recognized in:

RECOMMENDATION
Staff recommends the BOCC approve and authorize the Chairman to sign the attached standard hangar lease agreement, with the current rates and terms as applied uniformly to all tenants. Staff further recommends that any financial assistance or subsidy requested by the EAA to offset lease costs be considered separately through the General Fund, at the discretion of the BOCC, to ensure transparency and maintain consistency in Airport lease administration.
