BRIEF OVERVIEW
The Procurement Department issued Invitation to Bid (ITB) No. 24-TFG00687/FH on February 14, 2024, at the request of the Hernando County Fleet Department, to obtain bids for the purchase of Tire Repair & Replacement Services for use by the Fleet Department. The department had initially requested a solicitation that went out for bid September 13, 2023. The solicitation was to be awarded to one bidder. The bids received for that solicitation did not provide all the services listed in the solicitation. The Fleet Department requested to re-bid the solicitation on December 18, 2023, with a new scope to allow for multiple vendors to be awarded and to revise the services required allowing for optional services as well.
The Procurement Department staff placed the legal advertisement in the Hernando Sun on February 16, 2024, and the OpenGov website on February 14, 2024. Bid notifications were sent to two-thousand nine-hundred eighty-six (2,986) vendor/contractors from the website. Of the 2,986 vendor/contractors’, notifications were sent to 282-DBE’s, 342-MBE’s, and 251-WBE’s. The bid document was downloaded by sixteen (16) vendor/contractors with three (3) bid submissions received.

Miller Bros., Giant Tire Service - $586.28
Bids were reviewed and evaluated by the Procurement Department to determine if they were responsive and responsible. The bids were then reviewed and evaluated by the Hernando County Fleet Department staff for award recommendation based on price, conformance with specifications and the Bidder’s ability to perform the contract in accordance with the terms, conditions and specifications required.
The Pricing Tables included “optional tables” that will be used to determine the best vendor for specific services as needed.
The Fleet Department is requesting multiple bidders be awarded.
A Notice of Intent to Award the contract to Advanced Tire Service, LLC and Miller Bros. Giant Tire Service dated March 26, 2024, was posted to the OpenGov website and posted to the Hernando County Administration electronic public bulletin board with challenges received.
The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.
FINANCIAL IMPACT
Funds of $500,000.00 are available from Hernando County Fund: 5071 - Vehicle Maintenance, Department: 08021 - Vehicle Maintenance, Account: 5303476 -Contracted Services Outside Repair-Fleet.

RECOMMENDATION
It is recommended that the Board approve and authorize the Chairperson’s signature on the attached agreements for award of Contract No. 24-TFG00687/FH to Advanced Tire Service, LLC and Miller Bros. Giant Tire Service for the estimated annual spend of $500,000.00.
