BRIEF OVERVIEW
Attached for the Board’s review and consideration is an Interlocal Agreement between Pasco County and Hernando County for the jurisdictional transfer and ownership of right of way to the Florida Department of Transportation for the construction of improvements on County Line Road (from East of Landings Boulevard to West of Shady Hills Road/Mariner Boulevard), and County Line Road (from East of Shady Hills Road/Mariner Boulevard to West of the Suncoast Parkway). This project is shown in Attachment 1.
The Florida Department of Transportation (FDOT) completed and determined through a Project Development and Environment (PD&E) study that widening of County Line Road is mutually beneficial for the FDOT, Pasco, and Hernando Counties.
Hernando and Pasco Counties will propose the jurisdictional transfer to the FDOT after July 1, 2023, and will request FDOT take ownership of County Line Road. The project will be supported and assisted by the Pasco Board of County Commissioners, Hernando Board of County Commissioners, Pasco Metropolitan Planning Organization, and the Hernando/Citrus Metropolitan Planning Organization by providing county owned right of way to the FDOT to widen the referenced segments on County Line Road from a two-lane typical section roadway to a four-lane typical section roadway.
The project will be endorsed and prioritized in the top five (5) roadway projects of the Pasco and Hernando/Citrus MPO’s respective list of project priorities and shall remain prioritized in the top five (5) roadway projects until construction has begun. The MPO’s signatures on this Interlocal Agreement are for the limited purpose of acknowledging the foregoing obligation of the MPOs.
The timetable for construction of County Line Road widening is unknown at this time, and continued coordination will be required by all parties through future interlocal agreements, or amendment(s) to this Interlocal Agreement. The effective date of this Interlocal Agreement shall be the date the last of the parties records the Agreement pursuant to Section 163.01(11), Florida Statutes. This Agreement will expire if its terms are not carried out within ten (10) years from the date of execution. Prior to expiration, the Parties may agree to extend the timeframe for fulfillment of the terms by letter agreement.
FINANCIAL IMPACT
Funding to record the agreement for approximately $69.50 is available in Account No. 1011-01352-5304923, Transportation Trust Fund, Engineering, Fees/Costs-Filing Fees.

The Board has the authority to act on this matter pursuant to Chapters 125 and 163, Florida Statutes.

It is recommended the Board approve and authorize the Chairman’s signature on the attached Interlocal Agreement between Pasco County and Hernando County for the jurisdictional transfer and ownership of right of way to the Florida Department of Transportation for the construction of improvements on County Line Road (from East of Landings Boulevard to West of Shady Hills Road/Mariner Boulevard) and County Line Road (from East of Shady Hills Road/Mariner Boulevard to West of Suncoast Parkway).
