BRIEF OVERVIEW
This project was previously brought to the Board for approval under Legistar item 17307 in the amount of $101,159.06. The Board denied this item and requested the project be rebid.
The Procurement Department issued Invitation to Bid (ITB) No. 26-C01347 on May 27, 2026, at the request of the Hernando County Facilities Department, to obtain bids for gutter and soffit replacement.
The Procurement Department placed the legal advertisement in the Hernando Sun on May 29, 2026, and the OpenGov website on May 27, 2026. The bid was sent to seven hundred thirty-one (731) matching vendor/contractors from the eProcurement portal. The bid document was downloaded by forty-five (45) vendor/contractors and four (4) submissions were received.

Bids were reviewed and evaluated by the Procurement Department to determine if bids were responsive and responsible. The bids were then reviewed and evaluated by the Hernando County Facilities Department staff for award recommendation based on price, conformance with specifications and the Bidder’s ability to perform the contract in accordance with the terms, conditions and specifications required.
A Notice of Intent to Award the contract to Seggie Custom Builders, LLC dated August 06, 2026, was posted to the OpenGov website and posted to the Hernando County Administration electronic public bulletin board. No challenges to the Notice of Intent to Award were received.
The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.

RECOMMENDATION
It is recommended that the Board approve and authorize the Chairman’s signature on the attached construction contract to Seggie Custom Builders, LLC for East Side Library Gutter and Soffit Replacement (Contract No. 26-C01347 in the bid amount of $93,832.96).
It is further recommended the Board authorize the Chief Procurement Office to approve change orders as necessary and required up to budgeted amounts.
