BRIEF OVERVIEW

Hernando County Procurement issued Invitation to Bid (ITB) No. 23-TGF00199/AP for Reclaimed Asphalt Millings.

 

The Procurement Department placed the legal advertisement and the ITB on the County’s electronic Procurement portal on May 17, 2023.  The bid was sent to two thousand six hundred three (2,603) matching vendors from the website.  The bid document was downloaded by six (6) vendors and one (1) bid was received.

The Bid was evaluated on the basis of price, conformance with specifications, and the bidder’s ability to perform the contract in accordance with the terms, conditions and specifications required.  The Bid response was reviewed and evaluated and found to be responsive and responsible.  The Department review and Award Recommendation indicates that bid pricing is fair and reasonable.

 

The bid is based on estimated annual usage, calculated for the three (3) year term.  The Department estimates an annual budget for Reclaimed Asphalt Millings at $420,000.00 per budget year.

 

The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.

 

FINANCIAL IMPACT

Funds are available in Account No. 1017-03232-5305301, Local Option Gas Tax 1-6, Road Maintenance, Materials-Road in the annual amount of $420,000.00 and as future

budgets allow.

In accordance with Part II, Chapter 2, Article V of the Hernando County Code of Ordinances.

 

recommendation

RECOMMENDATION

It is recommended that the Board approve and authorize the Chairman’s signature on the attached agreement for the award of Contract No. 23-TGF00199/AP to Superior Asphalt, Inc., for reclaimed asphalt millings for an initial thirty-six (36) month term.  There are two (2), twelve (12) month renewal options.

 

It is further recommended that the Board authorize the Chief Procurement Officer (CPO) to renew the Contract with the same contract terms and conditions and approve change orders as they become required and necessary up to allowable budget amounts.
