BRIEF OVERVIEW
Hernando County Purchasing and Contract Department issued Invitation to Bid (ITB) No. 23-T00027/CRS for Asphalt Concrete (Hot Mix).
The Procurement Department placed the legal advertisement and the ITB on the County’s electronic Procurement portal on December 28, 2022. The bid was sent to two thousand two hundred and five (2,205) matching vendors from the website. The bid document was downloaded by nine (9) vendors and three (3) bids were received.

The Vendors/Contractors will be utilized based on lowest bids for line items in the solicitation and on distance from each individual work site where the item will be used while also considering price and availability.
The Bids were evaluated on the basis of price, conformance with specifications, and the bidder’s ability to perform the contract in accordance with the terms, conditions and specifications required. The Bid responses were reviewed and evaluated by County department staff and found to be responsive and responsible. The Department review and Award Recommendation indicates that bid pricing is fair and reasonable.
The solicitation results are based on estimated annual usage, calculated for the three (3) year term. The Department estimates an annual budget for FDOT compliant limerock at $600,000.00 per budget year.
The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.
FINANCIAL IMPACT
Funds are available in Account No. 1017-03232-5305301, Local Option Gas Tax 1-6, Road Maintenance, Materials-Road in the annual amount of $131,200.00 and as future
budgets allow.

recommendation
RECOMMENDATION
It is recommended that the Board approve the award of Contract No. 23-T00027/CRS with primary award to Superior Asphalt, Inc., and secondary award to Asphalt Paving Systems, Inc., for Asphalt Concrete (Hot Mix) for an initial thirty-six (36) month term.
It is further recommended that the Board authorize the Chief Procurement Officer to renew the Contract with the same contract terms and conditions and authorize the CPO to approve renewals and change orders as they become required and necessary. There are two (2), twelve (12) month renewal options.
