BRIEF OVERVIEW
The Procurement Department issued an Invitation to Bid (ITB) No. 23-T00478/JG on November 1, 2023, at the request of the Hernando County Department of Public Works, to obtain bids for mowing services in Ridge Manor.
The Procurement Department staff placed the legal advertisement in the Hernando Sun on November 3, 2023. The ITB was sent to Four hundred four (404) matching vendor/contractors from the OpenGov website. The bid document was downloaded by Twenty-five (25) vendor/contractors and Two (2) bid submissions were received.
BIDs RECEIVED:
AB5 Enterprises - $64,000.00 - Bid withdrawn by vendor.
Amazing National Services Group, LLC - $120,000.00
Bids were reviewed and evaluated by the Procurement Department to determine if they were responsive and responsible. The bids were then reviewed and evaluated by the Hernando County Department of Public works staff for award recommendation based on price, conformance with specifications and the Bidder’s ability to perform the contract in accordance with the terms, conditions and specifications required.
Due to the disparity of the bids received, the Procurement Department met with the department and the lowest bidder, AB5 Enterprises, on February 23, 2024, to provide an opportunity for clarifications. AB5 Enterprises submitted a request to the Procurement Department to withdraw the bid and the decision was supported by the department by providing a letter of recommendation to the next bidder, Amazing National Services Group, LLC.
A Notice of Intent to Award the contract to Amazing National Services Groups, LLC dated March 11, 2024, was posted to the OpenGov website, and posted to the Hernando County Administration electronic public bulletin board on March 12, 2024. No challenges were made during the 15-day posting period, which expired on March 27, 2024.
The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.
FINANCIAL IMPACT
Funding for the Ridge Manor mowing contract for remaining of FY 2024 is estimated at $75,000.00 and available in following account with approval of attached budget amendment needed to cover various mowing contract increases during FY 2024.
Fund: 1011 - Transportation Trust, Department: 03051 - Road Maintenance Division, Account: 5303413 - Contract Srv-Mowing.

RECOMMENDATION
It is recommended the Board approve and authorize the Chairperson’s signature on Contract No. 23-T00478/JG for mowing services for the Ridge Manor to Amazing National Services Groups, LLC for an initial three (3) year term in the estimated amount annual amount of $120,000.00. It is further recommended the Board approve the Chief Procurement Officer to renew the Contract with the same pricing and terms. There are two (2) one-year unilateral renewal options available for this term contract.
It is further recommended that the Board approve the attached budget amendment to cover mowing contract increases impacting FY 2024 budget.
