Award of Contract to KMF Architects for Architectural and Engineering Services for Hernando County Public Safety Training Facility (Contract No. 23-R00030/PH; Amount: $423,174.56)

BRIEF OVERVIEW
On April 12, 2023, the Procurement Department issued a Request for Qualifications (RFQ No. 23-R00030/PH) for Architectural and Engineering Services for the planning, design and construction administration for a new Hernando County Public Safety Training Facility. Hernando County Public Safety Departments currently do not have the adequate training facilities available and must travel out of the County for their training needs.
It is anticipated that a Design/Bid/Build (D/B/B) approach would be utilized to complete the project over several years by determining complete phases of projects based on a prioritized list of goals and objectives. The phasing may be altered based on funding availability.
The solicitation was sent to two thousand five hundred eleven (2,511) contractors and downloaded by sixty-two (62).
Six (6) proposals were received on the opening date of May 15, 2023, from the following firms (in alphabetical order):

• Florida Architects, Inc.
• Forefront Architecture & Engineering
• HDR Architecture, Inc.
• KMF Architects
• Wannemacher Jensen Architects, Inc.
On July 11, 2023, the Board approved the recommended short list of firms and authorized the Professional Services Review Committee (PSRC) to continue with oral interviews and evaluation of the selected top four (4) firms.

The PSRC comprised of Erik van de Boogaard, Construction Projects Manager; Todd D. Crosby, P.E. Interim Director of Public Works; Patrick Taylor, Deputy Fire Chief; Kristian Sloane, Division Chief; Ron Patel, P.E., Utilities Engineering Division Manager; Terri Staff, Chief Administrative Officer Hernando County Sheriff’s Office and Sam Burdin, Facilities Project Manager, met on July 18, 2023, to interview and evaluate the four (4) shortlisted firms.
The PSRC consensus actions resulted in the following scores in highest ranking order:

Staff entered into negotiations with KMF Architects for RFQ No. 23-R00030/PH and has successfully completed contract negotiations for the Master Planning Phase.
Future negotiations with KMF Architects for Phase I completion will be brought back to the Board for approval.
FINANCIAL IMPACT
Funding is available in Line Item - Public Safety Training Facility CIP 111930.

RECOMMENDATION
It is recommended that the Board approve and authorize the Chairperson’s signature on attached negotiated Professional Service Agreement No. RFQ No. 23-R00030/PH for the award of contract to KMF Architects for architectural and engineering services for the Hernando County Public Safety Training Facility and approve the Master Planning Phase in the amount of $423,174.56. It is further recommended that the Board approve and authorize the Chief Procurement Officer to approve change orders up to allowable budget amount as they become necessary and required.
