BRIEF OVERVIEW
On September 26, 2023, the Board approved Contract No. 23-T00040/AP for Pre-Qualification of Vendors for Construction Services for Projects under $500,000.00, pre-qualifying firms under four (4) categories, A-Public Works, B-Waterways, C-Utilities and D-Facilities, to provide quotes for County projects on an as-needed basis.
On April 9, 2025, the Hernando County Utilities Department issued a Request for Quotes (Contract No. 23-T00040/AP Quote 36) for Reconstruction of Water Main for Companero Entra Phase 2. The Request for Quote was sent to two (2) pre-qualified firms for Category C-Utilities: Goodwin Bros. Construction, Inc. and Deeb Construction & Development Co. No submissions were received.
On June 12, 2025, the Hernando County Utilities Department issued a Request for Quotes (Contract No. 23-T00040/AP Quote 36A) for Reconstruction of Water Main for Companero Entra Phase 2 (re-bid).
The Request for Quote was sent to two (2) pre-qualified firms for Category C-Utilities:
1. Goodwin Bros. Construction, Inc.
2. Deeb Construction & Development Co.
BIDs RECEIVED:
One (1) reply to the Request for Quote was received by the Quote Due Date of July 21, 2025, from the following firm:
* Goodwin Bros. Construction, Inc. $440,259.09
Hernando County Utilities Department reviewed for price, conformance to specifications and the Bidder's ability to perform the contract in accordance with the terms, conditions and specifications required and is recommending award of quote to Goodwin Bros. Construction, Inc.
A Notice of Intent to Award was posted on August 7, 2025. No protest was filed.
FINANCIAL IMPACT
Funding in the amount of $440,259.09 is available in the following:
Fund: 4121 - HCUD Renewal and Replacement, Department: 07201 - Renewal and Replacement, Account: 5626302 - Improv - Water Line Upgrade.

In accordance with Part II, Chapter 2, Article V of the Hernando County Code of Ordinances.
recommendation
RECOMMENDATION
It is recommended the Board approve and authorize the Chairman's signature on the attached Work Authorization Agreement to Goodwin Bros. Construction, Inc., for Quote No. 36A to Contract No. 23-T00040/AP for the Reconstruction of Water Main for Companero Entra Phase 2 project in the amount of $440,259.09.
It is further recommended the Board authorize the Chief Procurement Officer to approve change orders as necessary and required up to budgeted amounts.
