Resolution Adopting Near- And Long-Term Improvements of Road Safety Audit Report Pursuant to Chapter 336, Florida Statutes: Implementation of Report Finding Into Capital Improvement Plan for Spring Hill Drive Corridor From US 19 to East of Kenlake Avenue

BRIEF OVERVIEW
Spring Hill Drive between US 19 and Kenlake Avenue is a 4-lane divided collector roadway with a raised grass median. The posted speed limit is 40 MPH, and the lane widths vary from 11-12 feet without a paved shoulder. The annual average daily traffic (AADT) along this segment is 24,500 vehicles per day.
Staff is recommending that the Road Safety Audit Report be adopted and that the near- and long-term improvements be implemented into the Capital Improvement Plan (CIP) to enhance the overall safety and performance of the roadway segment.
Roadway Safety Elements to include construction of the following:
ü Improvements include providing sidewalk connectivity between US 19 and Kenlake Avenue on both sides of the Spring Hill Drive.
ü Preserving the integrity of the Spring Hill Drive by milling 1 1/2” and resurfacing 1 1/2” of the roadway from US 19 to Kenlake with a paved safety edge.
ü Regrade the open channel drainage system to provide better stormwater management, optional grated inlet and cross drain-pipes installation depending on the cost.
ü Close the Pinehurst median opening.
ü Extend the left turn lane storages where space is available.
FINANCIAL IMPACT
The engineering cost estimate included with the Roadway Safety Audit for both the near- and long-term improvements is $1,131,000. Inclusion of the improvements into the Capital Improvement Plan will determine when the financial impact occurs, and the funding mechanism approval will take place with a future CIP budget approval. The CIP program includes current FY26 Budget of 300K for Design and FY27 Budget includes 1.2m for Construction.

RECOMMENDATION
It is recommended the Board adopt the attached resolution adopting the Road Safety Audit Report implementing the near- and long-term improvements into the Capital Improvement Plan to enhance the overall safety and performance of the roadway segment.
