BRIEF OVERVIEW

According to Federal Transit Administration Circular 5010.F, the Minimum Useful Life for small-sized, heavy-duty transit buses is at least 10 years or an accumulation of at least 350,000 miles.

 

The attached Fleet replacement schedule shows seven (7) buses that are past their minimum useful life in years or mileage and will need to be replaced.  Transit will be replacing Asset # 19429 with this agenda item. The remaining six (6) buses will be addressed on a future agenda item as funding becomes available.

 

On March 27, 2025, Hernando County Transit Department requested approval to piggyback Jacksonville Transportation Authority (JTA) Contract No. P-20-030 with Gillig, LLC to purchase buses. Contract expiration of July 1, 2029, with no renewal period.

 

Hernando County Procurement Department has assigned File No. 25-P0234A to this contract for tracking purposes.

 

The estimated cost to purchase one (1) Gillig bus is $718,184.00. 

 

FINANCIAL IMPACT

Funding for the purchase of one (1) Gillig Bus is budgeted in FY26 at an estimated amount of $718,184, on the Jacksonville Transportation Authority (JTA) Contract No. P-20-030 in:

 

Fund: 0011 - General Fund, Department: 34003 - Mass Transit -FTA Sec 5307, Account: 5306405 - EQUIP-VEHICLE, TRLER>$5000.

 

LEGAL NOTE

The Board has the authority to act on this matter pursuant to Chapter 125, Florida Statutes, and Chapter 2, Article V of the Hernando County Code of Ordinances.

 

recommendation

RECOMMENDATION

It is recommended that the Board approve the utilization of Jacksonville Transportation Authority (JTA) Contract No. P20-030 with Gillig, LLC for the purchase of a Gillig bus replacement, in the estimated amount of $718,184.00.  It is further recommended that the Board approve the attached replacement schedule for Gillig Buses.

 

It is further recommended the Board authorize the Chief Procurement Office to approve change orders as they become necessary and required up to annual budget amounts.
