BRIEF OVERVIEW
The Procurement Department issued Invitation to Bid (ITB) No. 23-CG0039/JG on June 28, 2023, at the request of the Hernando County Department of Public Works to obtain bids for Construction services for the West Landover Boulevard Sidewalk Local Agency Program (LAP) (Northcliffe Boulevard to Elgin Boulevard) Project.
The Procurement Department placed the legal advertisement in the Hernando Sun on June 30, 2023, the Tampa Bay Times on June 28, 2023, and the OpenGov website on June 28, 2023. The bid was sent to two-thousand six-hundred ninety-one (2,691) matching vendors/contractors from the website. The bid document was downloaded by fifty-one (51) vendor/contractors and five (5) bid submissions were received.

Bids were reviewed and evaluated by the Procurement Department to determine if they were responsive and responsible. The bids were then reviewed and evaluated by the Hernando County Department of Public Works and Florida Department of Transportation (FDOT) for award recommendation based on price, conformance with specifications and the Bidder's ability to perform the contract in accordance with the terms, conditions and specifications required.
A Notice of Intent to Award the contract to DB Civil Construction, LLC dated October 23, 2023, was posted to the OpenGov website, and posted to the Hernando County Administration electronic public bulletin board.
The Chief Procurement Officer has reviewed this requirement for conformance to
Procurement Ordinance and Purchasing Policies and Procedures.
FINANCIAL IMPACT
Funding for the W Landover Blvd Sidewalk LAP (Northcliffe Boulevard to Elgin Boulevard) Project is available in the following accounts with approval of the attached budget resolution realigning funds from Reserves to cover Construction, Inspection, Testing and associated Engineering costs above the grant award amount.

• Account No. 1013-03211-5616371, Deb Srv/Reserv-Const GT, Improv-Sidewalks $380,682.37

RECOMMENDATION
It is recommended that the Board approve and authorize the Chairman’s signature on the attached construction agreement, solicitation, and associated budget resolution for Contract No. 23-CG0039/JG for the West Landover Boulevard Sidewalk LAP (Northcliffe Boulevard to Elgin Boulevard) project in the bid amount of $989,726.00 to DB Construction, LLC.
It is further recommended the Board authorize the Chief Procurement Officer to approve change orders as they become necessary and required up to the allowable budget amount.
