Public-Private Partnership Proposal Submitted by Viridi Energy Asset Holdings IV, LLC, for Gas to Renewable Natural Gas Project Located at Northwest Waste Management Facility

BRIEF OVERVIEW

In May of 2026, Viridi Energy Asset Holdings IV, LLC submitted an unsolicited proposal to the County.  The proposal is for the development of a landfill gas-to-renewable natural gas (“RNG”) project at the Northwest Waste Management Facility.  The project would involve the construction of an RNG facility.  The proposal states that Viridi would be responsible for financing the project and funding 100% of development and construction costs.  The Proposer is seeking a long-term agreement of approximately twenty (20) years from Commercial Operations Date (COD), with potential extension options upon mutual agreement.  The proposed project is of no cost to the County and has the potential to generate revenue.  Projected total revenue over the proposed 20-year term ranges from $19,885,540.00 to $40,000,168.00 with a Net Present Value range of $11,313,862.00 to $19,659,423.00.  Payment would be remitted quarterly. 

 

In accordance with County Procurement Policy Section 45 and at the Direction of the County Administrator, staff has reviewed the proposal and is recommending the BOCC authorize staff to proceed to negotiate an interim agreement with Viridi. This recommendation is in compliance with County Procurement Manual section 45 and Section 255.065, Florida Statutes, which stipulate that the BOCC may direct staff to:

 

1.                     Reject the Unsolicited Proposal; or

2.                     Accept the proposal for further consideration and initiate the public bidding phase; or

3.                     Accept the proposal for further consideration without initiating a public bidding phase.

 

If the BOCC directs staff to begin negotiations for an interim agreement, the interim agreement would be brought back to the BOCC for approval and public comment prior to execution.  The interim agreement would be followed by a Comprehensive Agreement that would also be brought to the BOCC for approval and public comment prior to execution.
