BRIEF OVERVIEW
The Procurement Department issued Invitation to Bid (ITB) No. 24-T00698/JG on April 10, 2024, at the request of the Brooksville - Tampa Bay Regional Airport to obtain bids for Railroad Signalization and Traffic Inspections for an initial two (2) year term and three (3), unilateral one (1) year renewal options.
Procurement Department staff placed the legal advertisement in the Hernando Sun on April 12, 2024, and on the OpenGov website on April 10, 2024. The bid was sent to three thousand seventy-four (3,074) matching vendor/contractors from the website and four vendors. The bid document was downloaded by seventeen (17) vendor/contractors and one (1) bid submission was received.

Hernando County Procurement received the following bid:
Firm Name: American Track Generations, LLC Total Bid Amount: $65,132.85
The bid was reviewed and evaluated by the Procurement Department to determine responsiveness and responsibility. The bids were then reviewed and evaluated by the Brooksville - Tampa Bay Regional Airport staff for award recommendation based on price, conformance with specifications and the Bidder’s ability to perform the contract in accordance with the terms, conditions and specifications required.
A Notice of Intent to Award the contract to American Track Generations, LLC dated July 1, 2024, was posted to the OpenGov website and posted to the Hernando County Administration electronic public bulletin board. No responses were received.
To provide required services for the initial contract term and renewal options, the department estimates the annual spend amount of $50,000.00.
The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.
FINANCIAL IMPACT
Funds of $145,920.00 (29,184 annually x 5yr Contract) are available from Brooksville - Tampa Bay Regional Airport: Fund: 4311 - Airport/Industrial Park, Department: 07411 - Airport Operations, Account: 5304608 - Repair/Maint-BLD&GRD-PK

recommendation
RECOMMENDATION
It is recommended that the Board approve and authorize the Chairperson’s signature on the attached Contract No. 24-T00698/JG for the railroad signalization and traffic inspections to American Track Generations, LLC for the estimated annual spend amount of $50,000.00.
It is further recommended the Board authorize the Chief Procurement Officer to approve change orders and renewals as they become necessary and required up to the allowable budgeted amount.
