BRIEF OVERVIEW
Item No. 15525 on this same meeting agenda is a resolution creating a list of County-owned property that Staff has determined to be suitable for use as affordable housing. The parcel in this agenda item is one of those properties.
Key No. 431483 is a 9.6 acre platted park site at the southeast corner of Miracle Drive and Century Drive owned by Hernando County valued at $179,668 (which includes impact fee value) per the Hernando County Property Appraiser’s 2024 market valuation based on qualified sales in the area. The Housing and Supportive Services Director, the Real Property Supervisor, and the County Administrator reviewed the parcel and identified it as being suitable for affordable housing in accordance with Section 125.379, Florida Statutes. The zoning designation was subsequently changed March 26, 2024, from PDP(REC)/Planned Development Project (Recreation) to PDP(SF)/Planned Development Project (Single Family) (see attached Resolution No. 2024-073).
Following the rezoning, Staff sought proposals from two local non-profit housing developers in order that the parcel could be developed into affordable housing. Proposals from Habitat for Humanity of Pinellas County, Inc, d/b/a Habitat for Humanity Tampa Bay Gulfside (Gulfside) and Mid Florida Community Services, Inc., d/b/a You Thrive, Florida. Following review and discussion, the Housing and Supportive Services Director, the Real Property Supervisor and the County Administrator decided to put forth Gulfside’s proposal for Board consideration.
In order to donate the parcel, the Board must declare it as surplus real property. To ensure it would be used only for affordable housing, a reverter clause has been incorporated into the proposed statutory deed. Additionally, a Land Use Restriction Agreement (LURA) will be made part of the deed to ensure the parcel remains owner-occupied affordable housing pursuant to Chapter 420, Florida Statutes. The reverter clause will be in effect for 30 years.

FINANCIAL IMPACT
None at this time. Funds for construction of the unit will be taken from the State Housing Initiative Partnership and/or Home Investment Partnerships Program (HOME) to aid in the development of affordable housing upon occupancy by an eligible applicant.

RECOMMENDATION
It is recommended that Board declare the parcel surplus, approve the donation of it to Habitat for Humanity of Pinellas County, Inc., d/b/a Habitat for Humanity Tampa Bay Gulfside, and approve and authorize the Chairman’s signature on the attached Statutory Deed and Land Use Restriction Agreement. Additionally, the County Attorney’s Office should be authorized to execute any and all other closing documents that might be necessary to finalize this transaction.
