Budget Amendment Transferring Funds From Reserves to Sheriff’s Budget for Replacement of Computer Aided Dispatch System at Sheriff’s Office

BRIEF OVERVIEW
For many months, the Hernando County Sheriff's Office Information Technology (IT) and Communications Sections have been contemplating replacement of the Agency's current Computer Aided Dispatch (CAD) system. The technical support for the current system will cease in November 2023.
There are multiple agencies that use the CAD system including the Sheriff, Hernando County Fire Emergency Services and City of Brooksville. The evaluation team consisted of members from Sheriff's Office IT Section, Communications Section, Law Enforcement Operations Bureau, and Hernando County Fire and Emergency Services, representing most of the agencies. There were four vendors evaluated:
• Soma Global
• Motorola
• Hexagon
• Tyler Technologies
Pricing was requested from the top three vendors:
• Tyler Technologies
• Motorola
• Hexagon
On January 26, 2023, a second demo with Tyler Technologies was held. Several evaluation team members also visited Brevard County Sheriff’s Office, Brevard County Fire Rescue, and Pinellas Park Police Department. Martin County Sheriff’s Office and the City of Lakeland were also consulted to gather additional insight from existing Tyler Technologies customers. Based on the information that was obtained, the evaluation team recommends Tyler Technologies to be the best solution for Hernando County. Tyler Technologies solution will greatly enhance the current capabilities for both law enforcement and fire rescue services.
The Sheriff’s Office will procure the system and manage it. It has been approved by the County’s external auditors, MSL CPA’s & Advisors, that the Sheriff can segregate the funds as the project will cross fiscal years and thus not have to return the funds at the end of the fiscal year as is required for service fees.
FINANCIAL IMPACT
$931,000 from Budg Res-Capital Needs Account No. 0011-05991-5909998 will be transferred to the Sheriff Account No. 0011-02051-5909185 Fees & Cost-Sheriff. Hernando County Fire Emergency Services and City of Brooksville will be billed their portion, the funds received will be placed back into the above capital reserves account.

RECOMMENDATION
It is recommended that the Board approve attached budget amendment and authorize the transfer of funds from reserves and subsequently to the Sheriff for the replacement of the current Computer Aided Dispatch (CAD) system.
