BRIEF OVERVIEW

The Procurement Department issued an Invitation to Bid (ITB) No.24-CG00730/JG on April 10, 2024, at the request of the Hernando County Utilities Department, to obtain bids for the Killian Water Treatment Plant Upgrade.

 

The Procurement Department staff placed the legal advertisement in the Hernando Sun and Tampa Bay Times on April 12, 2024, and the OpenGov website on April 10, 2024. The bid was sent to three thousand one hundred thirteen (3,113) matching vendor/contractors from the website. The bid document was downloaded by one hundred twenty-six (126) vendor/contractors and five (5) bid submissions were received.

 

BIDs RECEIVED:

Ferreira Construction Co., Inc.                     $6,196,439.00

Petticoat-Schmitt Civil Contractors, Inc.                     $6,424,688.00

Sawcross, Inc.                     $6,952,235.00

TLC Diversified, Inc.                     $6,982,000.00

Archer Western (Rejected)                     $7,833,700.00

 

Bids were reviewed and evaluated by the Procurement Department to determine if they were responsive and responsible. The bids were then reviewed and evaluated by the Hernando County Utilities Department staff for award recommendation based on price, conformance with specifications and the Bidder’s ability to perform the contract in accordance with the terms, conditions and specifications required.  During this process it was determined that the proposal from Archer Western was nonresponsive.  A Letter of Rejection was sent to Archer Western and this was not challenged by the company.

 

A Notice of Intent to Award the contract to Ferreira Construction Co., Inc., dated August 20, 2024, was posted to the OpenGov website and posted to the Hernando County Administration electronic public bulletin board.  No challenges to the Notice of Intent to Award were received.

 

The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.

 

FINANCIAL IMPACT

Funds of $6,196,439.00 will be available from the following accounts in FY25:

 

HCUD Renewal and Replacement Fund: 4121 SLFRF Killian WP Upgrade, Department: 33590 CIP-Killian WP & Tran Ln, Account: 5676510 - CIP-Killian WP & Tran Ln in the amount of ($5,663,524.00)

 

HCUD Renewal and Replacement Fund:  4121 - HCUD Renewal and Replacement, Department:  07201 - CIP-Killian WP & Tran Ln Account:  5676510 - CIP-Killian WP & Tran Ln in the amount of ($532,915.00).

RECOMMENDATION

It is recommended that the Board approve and authorize the Chairperson’s signature on the attached Award and Construction Agreement for the award to Ferreira Construction Co, Inc., of Contract No. 24-CG00730/JG for Killian Water Treatment Plant Upgrade in the bid amount of $6,196,439.00.

 

It is further recommended the Board approve the Chief Procurement Officer to authorize change orders as they become necessary and required up to the budgeted amounts.
