BRIEF OVERVIEW
The Procurement Department issued Invitation to Bid (ITB) No. 23-T00019/JG on May 3, 2023, at the request of the Hernando County Department of Public Works, to obtain bids for the purchase of Hydro Seed Application for use by the Department of Public Works.
The Procurement Department staff placed the legal advertisement in the Hernando Sun on May 5, 2023, and the OpenGov website on May 3, 2023. The bid was sent to one hundred forty-two (142) matching vendor/contractors from the website. The bid document was downloaded by eight (8) vendor/contractors and two (2) bid submissions were received.

Airboat Addicts, Inc. $70,275.00
Hydrograss Technologies, Inc. $62,400.00
Bids were reviewed and evaluated by the Procurement Department to determine if they were responsive and responsible. The bids were then reviewed and evaluated by the Hernando County Department of Public Works staff for award recommendation based on price, conformance with specifications and the Bidder’s ability to perform the contract in accordance with the terms, conditions and specifications required.
A Notice of Intent to Award dated June 29, 2023, was posted to the OpenGov website, and posted to the Hernando County Administration electronic public bulletin board. The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.
FINANCIAL IMPACT
Funding in amount of $62,400.00 is available from Hernando County Department of Public Works Account No. 1017-03232-5303401, Local Option Gas Tax 1-6, Road Maintenance, Contracted Services.

recommendation
RECOMMENDATION
It is recommended that the Board approve and authorize the Chairman’s signature on the attached agreement for award to Hydrograss Technologies, Inc., for hydro seed application in the amount of $62,400.00.
It is further recommended the Board authorize the Chief Procurement Officer to approve change orders as they become necessary and required up to budgeted amounts.
