BRIEF OVERVIEW
Hernando County seeks entry through two privately owned parcels located along Rowntree Drive to facilitate access to the Withlacoochee River for the purpose of flood mitigation measures during periods of elevated water levels. These two properties (Parcel Key Nos 396618 and 396084) provide the most direct and practical access points to the river for the installation of temporary pumping equipment.
The property owners have agreed to grant the County temporary access through separate right of entry agreements. These agreements authorize Hernando County personnel to enter the properties solely for the purpose of flood mitigation activities, including accessing the river, staging and installing temporary pumping equipment, operating and maintaining pumps during declared flooding events and removing equipment following operations.
The Right of Entry agreements do not transfer ownership or create a permanent easement.
Staff recommends the Board approve and authorize the Chairman to sign the two right of entry agreements for access to the Withlacoochee River to deploy temporary water pumps during periods of elevated water levels.
FINANCIAL IMPACT
The financial impact anticipated at this time is the recording fees associated with these agreements. Funds are available in:

It is recommended that the Board approve and authorize the Chairman’s signature on the attached two (2) right of entry agreements with Ronald W. Hutton and CA Properties, Inc., for access to the Withlacoochee River to deploy temporary water pumps during periods of elevated water levels.
