BRIEF OVERVIEW
The Board approved a Purchase Order Agreement (Agreement) with Lutheran Services Florida, Inc., d/b/a LSF Health Systems (LSF) on September 9, 2025, effective July 1, 2025, for the administration, implementation, and management of the opioid settlement funds for the Community Paramedicine Program and Mental Health and Substance Abuse Coordination for Hernando County.
On October 28, 2025, the Board subsequently approved Amendment 100, which amended the Agreement to include an updated link in Section 4, Paragraph 4.1 (Employment Screening).
LSF has now provided Amendment 101 because employment background screening requirements have changed. Only LSF-funded staff are required to complete the required screening; LSF no longer requires all staff to be screened according to these standards, and both Emergency Medical Services and non-Emergency Medical Services now have the same screening requirements.
In response, Amendment 101 makes the following changes to Section 4, Paragraph 4.1 (Employment Screening):
• Removes the title “For non-Emergency Medical Services” under Subparagraph 4.1.1; and
• Removes Subparagraph 4.1.2, titled “For Emergency Medical Services (EMS),” in its entirety.
Amendment 101 shall be effective January 1, 2026, regardless of the date of execution, and shall apply retroactively to November 1, 2025.

It is recommended that the Board approve and authorize the Chairman’s signature on the attached Amendment 101 to Purchase Order Agreement PO130 with Lutheran Services Florida, Inc., d/b/a LSF Health Systems.
