BRIEF OVERVIEW
The attached agreements and associated resolutions will allow the Parks and Recreation Department to receive Card Processing Services with Netevia for processing Credit Card payments for Parks and Recreation Parking Payment Management Services. The associated services provided by Full Stack Payments are for Government Payment Processing Services including a Rebate Program to the County.
Per Section 2-108(c)(6) of the Codified Ordinances, the Board may waive competitive bidding upon majority vote plus one by adopting a resolution that waiving competitive bidding is in the best interest of the county. The attached agreements are proposed as being in the interest of the County because they offer the opportunity enhance overall effectiveness of payment processing with the potential to drive improvements though the rebate program.
FINANCIAL IMPACT
There is no cost to the County for these services. Netevia collects fees directly from each transaction. Revenue from parking fees and the rebate program will be deposited into the following accounts:

Fund: 0011 - General Fund, Department: 04441 - Parks & Recreation, Account: 3472002 - Fees-Parking, for daily parking fees
Fund: 0011 - General Fund, Department: 04441 - Parks & Recreation, Account: 3472022 - Fees-All Park Pass Annual, for annual parking fees

RECOMMENDATION
It is recommended that the Board determine that waiving competitive bidding is in the best interest of the County by adopting the attached resolutions with a majority plus one vote. Furthermore, it is recommended that the Board authorize the attached corresponding agreements with Full Stack Payment LLC d/b/a Full Stack Payments Enterprise (26-A0272) and Netevia (26-A0271), and that the Chairman be authorized to sign them.
