BRIEF OVERVIEW

On June 27, 2023, the Board of County Commissioners approved an Infrastructure Improvement Agreement with One Hernando, LLC (Developer) to construct certain improvements associated with their industrial project located on Kettering Road.  Improvements included a wastewater lift station and the Cyril Drive Bypass project.

 

Since that time, prices for construction of the wastewater lift station and force main portion of the project have increased significantly.  The Developer is requesting approval of the following changes:

 

                     Cyril Drive Bypass Project reduction from $1,957,253 to $1,671,870.  Total decrease of $ 285,383.

                     Wastewater lift station and sewer force main increase from $762,863.05 to $1,213,828.  Total increase of $450,964.95

                     The addition of a customary Construction Contingency for each portion of the project as follows:

                     Wastewater lift station: $44,935 and Cyril Drive Bypass: $89,248, respectively.

                     Any cost overruns and reimbursements must be approved by the County Administrator and/or associated department director.

 

FINANCIAL IMPACT

Funding for the Cyril Drive Bypass road construction, as outlined in attached agreement, will impact the Constitutional Gas Tax Fund.  Fund:  1013 - Constitutional Gas Tax, Department:  03211 - Debt Srv/Reserve Const GT, Account:  5616306 - Improve-Roads & Bridges in amount up to $1,761,118 (inclusive of the contingency or 1,671,870 + 89,248 = 1,761,118).

 

Current funding, in a combined amount of $750,000, for the wastewater lift station, as outlined in the agreement, is budgeted in Hernando County Economic Development: 

Fund:  0011 - General Fund, Department:  01771 - Business Development, Account:  5626302 - Improve-Water Line Upgrade 

Fund:  0011 - General Fund, Department:  01771 - Business Development, Account:  5626322 - Improv-Sewer Line Upgrade.

 

The attached Budget Amendment requests the transfer of funds from Hernando County Economic Development Incentive Fund:

Fund:  0011 - General Fund, Department:  01551 - Economic Incentive, Account:  5909985 - Budget Res-Ded Ind Dev. in the amount of $508,763 to

Fund:  0011 - General Fund, Department:  01771 - Business Development, Account:  5626322 - Improv-Sewer Line Upgrade, increasing that account to $883,763. 

That amount, coupled with Fund:  0011 - General Fund, Department:  01771 - Business Development, Account:  5626302 - Improve-Water Line Upgrade, in the amount of $375,000, totals $1,258,763 (total cost inclusive of contingency).

RECOMMENDATION

It is recommended that the Board accept the amendment to the Statewide Logistics Water and Sewer Services and Infrastructure Improvements Agreement with One Hernando, LLC, approve and authorize the Chairperson’s signature on the agreement, and record the agreement in the Public Records of Hernando County.
