Change Order No. 1 to Grant Agreement With State Department of Environmental Protection for Septic to Sewer Conversion District A, Phase 1 Project

BRIEF OVERVIEW
The Grant Agreement (WG049) between the Florida Department of Environmental Protection (FDEP) and Hernando County was approved by the Board August 23, 2022, (Item No. 10835). WG049 was originally funded through FDEP with Federal State and Local Fiscal Recovery (SLFRF) funds in the amounts of $2,475,000.00 and $6,275,000.00 and State/River Springs funds in the amounts of $2,538,662.00 and $961,338.00.
Due to the deadlines imposed by SLFRF, Hernando County requested the SLFRF grant funding be replaced with alternative state funding which does not impose the same deadlines. FDEP has submitted Change Order No. 1 which includes:
1. Shifting the portion of Federal Springs SLFRF funds, which have not been expensed, to state funding.
2. Shifting the portion of Federal Springs SLFRF funds, which have already been expensed, to Fed WWG funding. Change order 2 will take place at a later date to shift the remaining non-expensed Fed WWG SLFRF funds to state funding.
3. Extending task 2 timeline from July 1, 2022 - March 30, 2024, to July 1, 2022 - November 30, 2024, and updating the task to current FDEP language.
FINANCIAL IMPACT
There is no financial impact resulting from this item. Upon the approval of this change order by the board and FDEP, a budget amendment will be processed realigning the following Grant Revenue accounts:

RECOMMENDATION
It is recommended that the Board approve and authorize the Chairperson’s signature on attached FDEP Grant Agreement No. WG049 Change Order 1.
