BRIEF OVERVIEW
The Procurement Department issued Invitation to Bid (ITB) No. 26-T01276 on July 22, 2026, at the request of the Hernando County Utilities Department, to obtain bids for the purchase of Submersible Sewage Pumps and Accessories.
The Procurement Department placed the legal advertisement in the Hernando Sun on July 20, 2026, and the OpenGov website on July 22, 2026. The bid was sent to nine hundred and twenty (920) matching vendor/contractors from the website. The bid document was downloaded by forty-nine (49) vendor/contractors, and four (4) submissions were received.

Bids were reviewed and evaluated by the Procurement Department to determine if bids were responsive and responsible. The bids were then reviewed and evaluated by the Hernando County Utilities Department for award recommendation based on price, conformance with specifications and the Bidder’s ability to perform the contract in accordance with the terms, conditions and specifications required.
A Notice of Intent to Award Contract 26-T01276A to Barney’s Pumps Inc., 26-T01276B to US Water Services Corporation dba Technical Sales Corporation, 26-T01276C to Southeastern Pump, and 26-T01276D to Xylem Water Solutions USA, Inc., for Submersible Sewage Pumps and Accessories dated September 30, 2026, was posted to the OpenGov website. The award is for a three (3) year contract with two (2), one (1) year unilateral renewals. No challenges to the Notice of Intent to Award were received.
The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.

RECOMMENDATION
It is recommended the Board approve and authorize the Chairperson’s signature on the attached agreements for award to Barney’s Pumps Inc. (26-T01276A - Homa brand), US Water Services Corporation dba Technical Sales Corporation (26-T01276B - Ebara brand), Southeastern Pump (26-T01276C - Barnes brand), and Xylem Water Solutions USA, Inc. (26-T01276D - Flygt brand) in the estimated three-year contract amount of $1,500,000.00 with an estimated annual spend of $500,000.00.
The actual expenditures are unknown and County purchases from this contract will be based upon the Department’s available budget, actual work as identified and as required.
It is further recommended the Board authorize the Chief Procurement Officer to approve change orders, as necessary and required up to the allowable budgeted amounts, and to renew the contract with the same terms and conditions.
