body

BRIEF OVERVIEW

The Florida Department of Transportation (FDOT) District 7 Office has requested an amendment to the Hernando-Citrus MPO’s FY2027-FY2028 Unified Planning Work Program (UPWP) to update Task 7.  The current listing of activities is indicative of the larger urbanized areas of St. Petersburg, Tampa, and Pasco.  Therefore, the activities are being removed.

Since Revision 1 (Amendment) is being processed, the MPO Staff has updated the following:

Contract numbers for PL and TD for funding that was received after the adoption, the normal process.

Per the action of the Hernando County Board of County Commissioners, updates to the Hernando County membership on the MPO Board were made by removing Brian Hawkins due to running for public office and changing Ryan Amsler to a regular member vs an alternate member.

Although not required as an amendment to the UPWP per the Federal Highway Administration (FHWA), Appendix J (FDOT/METROPOLITAN PLANNING ORGANIZATION CHANGES TO FUNDING NUMBER IDENTIFICATION) has been created to include the July 16, 2026, correspondence from the FHWA, which outlines the required changes to the 20.205 Federal Assistance Program.  These changes update the Federal Award Identification Numbers (FAIN),  assigns Assisted Listing Numbers (ALN), and an ALN title associated with the current FDOT-MPO agreement.  The FHWA has directed that these changes are effective immediately and requested that the letter be attached to the UPWP.  No other related changes concerning these identification numbers are to be made to the UPWP or associated documents at this time.

On August 27, 2026, the MPO’s Technical Advisory Committee (TAC), Citizens Advisory Committee (CAC), and Bicycle Pedestrian Advisory Committee (BPAC) will have reviewed Revision 1 (Amendment) of the FY 2027-FY 2028 Unified Planning Work Program (UPWP).  Due to the timing of the Board’s packet distribution, the Committee’s recommendations will be provided to the MPO Board at its September 3, 2026, meeting.

FINANCIAL IMPACT

The UPWP is funded via federal and state grants. The eligible expenses are approved and budgeted in the Hernando County budget in the MPO’s Fund #B136.

LEGAL NOTE

Pursuant to Chapter 339, Florida Statutes, the MPO Board has the authority to take the recommended action.
