BRIEF OVERVIEW
The Fiscal Year 2026 Solid Waste Revenue Sufficiency Study dated May 2026, was completed by Raftelis Financial Consultants, Inc. The study recommends adjusting tipping fees to recover disposal costs for waste at the Northwest Solid Waste Management Facility and the Solid Waste Convenience Centers. The recommended rates are as follows:

The Solid Waste Department requests that the new rates take effect on January 1, 2027.
It should be noted that rates were recently increased on April 28, 2026, pursuant to recommendations from the 2025 Solid Waste Revenue Sufficiency Study. Implementation of that adjustment was delayed due to Board-directed changes, additional time needed for research, and the requirement to ensure all collection locations could accept both cash and credit card payments. As a result of this delay, it is now necessary to implement the rate adjustments recommended by the 2026 Study to ensure the Department’s financial sustainability for the construction, operation and maintenance of the solid waste management facilities and convenience centers. The proposed increase for 2026 represents a 4.75% increase over the 2025 rates and is only slightly more than a 1% increase over the rates that were recently approved on April 28, 2026. This adjustment is necessary to address the financial needs of the solid waste management system and to recover costs from the delayed implementation of the 2025 rate increase.

If the Board approves the rate increase for tipping fees, the FY 2027 revenue for the Solid Waste Department is expected to increase.

The Board has authority to act on this matter pursuant to Sections 125.01, 403.7049, and 403.706, Florida Statutes, as well as Division 3, Article II of Chapter 14, Hernando County Code of Ordinances.

RECOMMENDATION
It is recommended the Board of County Commissioners adopt the proposed tipping fees, to be effective on January 1, 2027, and approve the Chairman’s signature on the resolution.
