Transit Program of Projects for FY 2026

BRIEF OVERVIEW

Agencies applying for multi-year Federal funding assistance for transit related activities must annually publish a “Program of Projects (POP) and Proposed Budget” for the transit program and conduct a public hearing to satisfy the public participation requirements.  The POP contains multi-year activities consistent with the adopted Transit Development Plan (TDP) that will be reimbursed by grant funding. 

 

The POP coincides with the Federal Apportionment amounts (copy attached) Section 5307 in the amount of $4,237,064 and Section 5339 in the amount of $270,878.

 

Capital activities are eligible for reimbursement at 100% with the use of State toll revenue credits as a soft match if approved.

 

Federal Capital amount is $3,307,942 with State Toll Revenue Credits as soft match in the amount of $826,986. These funds will be used for Preventive Maintenance, Construction of Bus Bay, Landing & Shelter Pads, Planning/design Support for Capital Projects, Fixed-Route Vehicles, Signal & Communication on Vehicles, Security Surveillance on Vehicles.

 

Operating activities require a 50% Match. 50% Federal funding, 25% State Block grant funding and a 25% local match that will be budgeted from local option gas tax (Ninth Cent).

 

Federal Operating amount is $1,200,000, the match will be $1,200,000 ($600,000 State Block Grant / $600,000 Local Ninth Cent) and will be used for vehicle operations, vehicle maintenance, non-vehicle maintenance, materials and supplies, utilities, casualty and liability costs, purchased transportation expenses, fuel costs, tires and tubes, vehicle upkeep, agency operations, operation statistics, communication, hardware, and software.

 

The grant application will be made based upon this Program.  Any changes to the POP or funding apportionment will be posted at <www.hernandobus.com%20> and will be considered the final FY 2026 POP. 

 

FINANCIAL IMPACT

Funding for these grants will be programmed into the fiscal year budget after awarded.

The Board has authority to act on this matter pursuant to Chapter 125, Florida Statutes.

It is recommended that the Board approve the FY 2026 Program of Projects for the mass transit system.
