Utilization of Contracts and Agreements With National Association of Counties Public Promise Procurement Competitive Contract Program With Various Vendors for Purchase of Services and Supplies by Various County Departments

BRIEF OVERVIEW
Hernando County Procurement is requesting approval to enter the National Association of Counties (NACo) Public Promise Procurement Competitive Contract Program.
Hernando County Code of Ordinances, Article V, Purchasing Regulations/Procurement Section 2-108 Bidding Procedure paragraph c2 allows “The purchase and/or leasing of goods, supplies, materials or services for county use from a valid current continuing contract or from other valid current continuing contracts with the State of Florida or other local governments or similar entities, including but not limited to associations acting on behalf of state, county or municipal officials.”
The NACo Public Promise Procurement Competitive Contract Program provides public sector and other entities with a vetted, transparent option for purchasing goods and services more efficiently and cost effectively. Exhibit 1 attached is the Master Intergovernmental Cooperative Purchasing Agreement. The Chief Procurement Officer (CPO) will be an Authorized Representative for Hernando County to register once the Board has authorized the use of this Coop.
Hernando County Procurement Department is requesting authorization from the Board to approve on-going use of the NACo Public Promise Procurement Competitive Contract Program Contracts and Agreements annually. Multiple departments will be utilizing these contracts.
FINANCIAL IMPACT
Funds will be available from various Hernando County Departments. Department purchases can only be performed with available department budgets.

recommendation
RECOMMENDATION
It is recommended the Board approve Hernando County Procurement Department’s use of all current and future NACo Public Promise Procurement Competitive Contract Program contracts and agreements for County-wide department use.
It is further recommended that the Board authorize the CPO’s signature as the Authorized User Representative for Hernando County. This approval will be on-going until terminated and will allow for Hernando County Procurement to register Hernando County as a participating public agency.
It is understood that purchases under the Advertised Bidding Requirement (ABR) will be performed by the CPO. Any County department purchase request that exceeds the ABR, will be brought to the Board as an agenda item for Board approval against the NACo Public Promise Procurement - Competitive Contract Program Cooperative.
