BRIEF OVERVIEW
On July 30, 2024, the Board approved Contract No. 24-TFG00704/AP, Pre-Qualification of Vendors for Grant Funded Construction Services for Projects Under
$500,000.00, pre-qualifying firms under three categories, A-Public Works, B-Waterways, C-Utilities, and D-Facilities, to provide quotes for County projects as needed.
Hernando County Fire Station 9 was damaged as a result of Hurricane Milton.
On November 6, 2024, Procurement issued a Request for Quote (24-TFG00704/AP Quote #3) for the Station 9 Hurricane Repairs project.
The Request for Quote was sent to the following nine pre-qualified firms for Category C-Utilities:

• Grosz Construction Company, Inc.
• Nice Guy Mechanical, Inc.
• S. Culp Enterprises, Inc., DBA Property Services GC
• Seggie Custom Builders, LLC
• TITAN, Consultants & Engineers, LLC
• Waller Construction, Inc.
A Mandatory Pre-Proposal Meeting was held on November 13, 2024, at Station 9 with three (3) firms in attendance.

Two (2) replies to the Request for Quote were received by the Quote Submission Deadline of November 26, 2024, from the following firms:

Bids were reviewed and evaluated by the Fire Services Department for price, conformance to specifications and the Bidder’s ability to perform the contract in accordance with the terms, conditions and specifications required and the department recommended S. Culp Enterprises DBA Property Services GC for award in the amount of $84,499.00. The Procurement Department reviewed and found the quotes to be responsive and responsible.
A Notice of Intent to Award the quote to S. Culp Enterprises DBA Property Services GC dated November 26, 2024, was posted to the OpenGov website, and posted to the Hernando County Administration electronic public bulletin board. No challenges to the Notice of Intent to Award were received as of the date this agenda item was prepared; however, time remains in which protests can be filed. Rather than delay approval of this award, the Chief Procurement Officer will therefore report for the record if any protests were received when this item is considered by the Board.
The Chief Procurement Officer has reviewed this requirement for conformance to Procurement Ordinance and Purchasing Policies and Procedures.
FINANCIAL IMPACT
The cost of the project, in the amount of $84,499.00, is being allocated to Fund: 1661 - HC FIRE RESCUE - FIRE, Department: 41661 - FIRE RESCUE FUND-DISASTER, Account: 5304601 - REPAIR/MAINT-BLDG & GRD.
The County will be requesting reimbursement of project costs through FEMA Public Assistance grant funding.

RECOMMENDATION
It is recommended that the Board approve and authorize the Chairman’s signature on the attached work authorization agreement to S. Culp Enterprises DBA Property Services GC for Quote No. 3 to Contract No. 24-TFG00704/AP for Station 9 Hurricane Repairs project ($84,499.00). It is further recommended that the Board authorize the Chief Procurement Officer to approve change orders up to budgeted amount as they become necessary and required.
