BRIEF OVERVIEW
The Solid Waste Collection Assessment for the Southwest Hernando County Solid Waste Collection Municipal Service Benefit Unit (MSBU) became effective January 1, 2019. This assessment is charged to cover the cost of curbside collection of garbage, yard trash and recycling services for properties in the universal area of Spring Hill. It does not pay for the disposal of the garbage at the landfill or for the construction, operation or maintenance of any of the Solid Waste facilities or programs. The assessment is paid by every single-family and multi-family (4 or less) residential unit within the universal area which comprises the MSBU.
On May 13, 2025, the Board of County Commissioners approved the award of a Contract and Franchise Agreement With Coastal Waste & Recycling, Inc., for Curbside Residential Solid Waste and Recycling Collection Services effective January 1, 2026. The rates in the new contract are greater than the existing rates. This requires an increase to the non-ad valorem Solid Waste Collection Assessment for the residential properties located in the MSBU as shown in the table below:

The Solid Waste Department recommends the Board conduct a public hearing and adopt the resolution approving the increased Solid Waste Collection Assessment Rates effective January 1, 2026.
FINANCIAL IMPACT
The solid waste collection assessment for the Southwest Hernando County Solid Waste Collection MSBU for calendar year 2026 will increase to $217.32 for single family and multi-family (up to 4 units) residential units. The total revenue to be collected by the proposed solid waste collection assessments for Calendar Year 2026 is estimated at $9,784,699.
LEGAL NOTE
The Board has authority to set Solid Waste Collection Assessment rates pursuant to Sections 125.01, 403.706, and 197.3632, Florida Statutes.

RECOMMENDATION
It is recommended the Board conduct a public hearing, adopt, and authorize the Chairman’s signature on the attached resolution increasing the 2026 Southwest Hernando County Solid Waste Collection Special Assessment rate to the recommended amount of $217.32 for every single-family and multi-family (4 or less) residential unit within the universal area which comprises the MSBU.
