BRIEF OVERVIEW

On March 11, 2021, the American Rescue Plan Act (ARPA) was signed into law and established the Coronavirus State Fiscal Recovery Fund and Coronavirus Local Fiscal Recovery Fund which together make up the Coronavirus State and Local Fiscal Recovery Funds (“SLFRF”) program.  This program is intended to provide support to state, territorial, local, and tribal governments in responding to the economic and public health impacts of COVID 19.

 

Item No. 14559, brought before the Board on October 22, 2024, contained a request for $250,000.00 of the ARPA funding to be approved to assist Community Food Bank with constructing the Rise Center.

 

Item No. 15092, brought before the Board on December 17, 2024, contained a subrecipient agreement with Community Food Bank of Citrus County, Inc., request that $250,000.00 in ARPA funding be obligated to Community Food bank to assist with Phase 2 construction services.

 

Hernando County owns Parcel Key No. 357884, a 204,460 square feet parcel (approximately 4.7 acres of land) formerly used by the Department of Public Works, located at 201 West Dr. Martin Luther King Jr. Boulevard.

 

Attached is the Ground Lease Agreement with Community Food Bank of Citrus County, Inc., to lease the premises located at 201 West Dr. Martin Luther King Jr. Boulevard for a thirty (30) year term with two (2) additional terms of ten (10) years each.  Per the Agreement, the lessee will be permitted use of the premises for the following purposes: the design, construction, and operation of the Rise Center to include a food bank warehouse in partnership with Hernando County Housing and Supportive Services and other community partners.

 

The Rise Center will be dedicated to operating a community food bank warehouse to serve the entire community and will incorporate other venues of assistance or office space to provide programs for entrepreneurship, education and training, direct social services, and an outdoor public event space. Community Food Bank of Citrus County, Inc., has also agreed to host community events, such as public markets, educational workshops, training programs, entrepreneurial opportunities, and other activities benefiting the community at this location.

 

FINANCIAL IMPACT

The rental proceeds will be posted to:

 

Fund: 1011 – Transportation Trust Fund, Account: 3620050 – Lease-Land      

 

LEGAL NOTE

The Board has the authority to enter into this agreement pursuant to Chapter 125, Florida Statute.

RECOMMENDATION

It is recommended that the Board declare Parcel Key No. 357884 as surplus, approve the attached Ground Lease Agreement with Community Food Bank of Citrus County, Inc., and authorize the Chairman’s signature upon it.
